Job summary

Harris County seeks a Disbursements Manager to lead the Disbursements and Reporting Section, ensuring accurate processing, posting, and reporting of disbursed collections while maintaining compliance with internal controls and external regulations.

The role oversees a team and collaborates with the Director of Accounting to deliver strategic support and continuous process improvements in financial reporting and operations.

Qualifications

• Bachelor’s degree or higher in Accounting, Finance or similar field.
• Proficiency in accounting software and advanced Microsoft Excel skills.
• Strong organizational and communication skills.
• High attention to detail and ability to meet deadlines under pressure.

Responsibilities

• Provide strategic direction and day-to-day supervision of the Disbursements and Reporting team, ensuring high performance, accountability, and alignment with departmental goals.
• Supervise the disbursement process for taxes and various county fees, ensuring timely reconciliation and full regulatory compliance.
• Review and approve MRTF and other financial statements, enhancing clarity and accessibility for leadership and auditors.
• Lead the department’s response to internal and external audits, strengthening controls and audit trail integrity.
• Monitor disbursement activities, identify trends and efficiencies, and promote best practices across teams.
• Serve as a liaison between accounting, vendors, and external agencies to coordinate disbursement activities.
