Job summary

City of San Rafael is seeking an Emergency Management Coordinator at levels I–III to enhance community preparedness, support EOC operations, and draft/refresh emergency plans. The role emphasizes collaboration with residents, agencies, and stakeholders to strengthen resilience and disaster readiness.

The ideal candidate will have expertise in emergency planning, hazard analysis, and public outreach, with a requirement for a CA driver’s license and a relevant bachelor’s degree; Spanish skills are

Qualifications

Plan and execute emergency preparedness programs under NIMS/SEMS/ICS.
Support development of hazard mitigation and emergency plans.
Engage communities to raise preparedness and resilience.

Responsibilities

Plan, organize, review, evaluate, and perform activities to implement emergency programs.
Support emergency alerting notifications.
Develop and maintain planning documents (Hazard Mitigation, Emergency Operations Plan, playbooks).
Address resident inquiries with clear, compassionate communication.
Assist in public awareness programs, drills, and exercises.
Participate in community events to promote preparedness and response best practices.
Collaborate with community organizations and partner agencies.
Pursue and participate in emergency grants and resources.
Assist in developing and maintaining the City’s EOC and training EOC staff.
