Job summary

Employ Prince George’s is seeking a Director, Youth Services to lead and oversee Youth Services programs, state and local workforce initiatives, and ensure timely grant compliance. The role encompasses program operations, budgeting, and coordination with partner organizations to expand services for youth in the community.

The position reports to the Chief Program & Impact Officer, supervising YCC Managers and KEYS Coordinator, with oversight of the full YCC and KEYS teams. Exempt from overtime.

Qualifications

  • Bachelor’s degree in a related field; combination of relevant experience considered in lieu of education
  • 7 years of related experience in managing workforce programming and/or grant programs, including 3 years in a supervisory role
  • Demonstrated excellence in leadership, interpersonal communication, and strategic planning
  • Proven experience managing large programmatic budgets is a plus
  • Highly organized and proficient in Microsoft Office, CRM platforms, and AI tools

Position Summary

The Director, Youth Services, under the direction of the Chief Program Officer, is responsible for providing leadership and direction to Youth Services programs, state and local workforce programs, ensuring efficient delivery of services, and the achievement of program performance goals. The Director, Youth Services will work with partner organizations to achieve program goals and objectives while increasing the number of youth served with quality services. The Director, Youth Services is responsible for the overall operation of Youth workforce programs, including the programmatic and financial components, and coordination of activities, and generally for assuring that all grant requirements are met timely.

The Director, Youth Services manages the operations of the Youth Services Department and assigns tasks to the Youth Services staff who are responsible for engaging, recruiting, screening, enrolling, and counseling youth who may require career readiness, work exploration, work experience, and/or occupational training services to obtain self-sustaining employment opportunities.

Roles and Responsibilities
Staff Management
  • Manages and supervises the personnel assigned to the Youth Services Department
  • Provides guidance and training for staff development and improved performance
  • Evaluates staff performance and guides the correction of staff deficiencies
  • Facilitates strategic team meetings weekly
  • Conducts individual meetings with Youth Services staff members
Outreach & Collaborations
  • Develops strategies to promote positive public relations by establishing a good rapport and collaborative efforts with community-based organizations, workforce development organizations, business associations, labor organizations, social service agencies, etc.
  • Ensures that the Youth Services’ staff are attending various job fairs, trade shows, business functions, after-hour business affairs, networking events, community events, etc.
  • Is available to represent Employ Prince George’s and the Prince George’s County American Job Center Community Network at events outside of traditional business hours and functions
  • Develop customized workforce development programs with strategic partners
  • Consistently seeks local and regional partnerships to secure additional resources and services to address the workforce, economic, and skills gaps within Prince George’s County
Departmental Performance
  • Utilizes labor market information and economic data to design workforce development programs that will meet the needs of area businesses
  • Develops, implements, and evaluates strategies to ensure that the Youth Services Department meets or exceeds programmatic goals
  • Maintains fiscal integrity of all grant programs
  • Partners with the Ready-To-Work program and Business Services Department to rapidly match entry-level job seekers with relevant career opportunities
Reporting
  • On-time submission of weekly, monthly, and quarterly reports
  • Maintains programmatic impact reports and ensures data is input into the appropriate databases
Education & Experience Requirements
  • Bachelor’s degree in a related field; a combination of relevant experience will be considered in lieu of education; master’s degree and project management certification preferred.
  • 7 years of related experience in the management of workforce programming and/or grant programs, including 3 years in a supervisory role.
  • Demonstrated excellence in leadership, interpersonal communication, and strategic planning.
  • Proven experience managing large programmatic budgets is a plus.
  • Highly organized and proficient in Microsoft Office, CRM platforms, and AI tools.
Knowledge, Skills and Abilities
  • Ability to function and supervise in a performance-based management environment
  • Ability to analyze data to evaluate programs and implement strategies to meet program goals
  • Proficient in career readiness assessments and career pathways.
  • Knowledge of American Job Center systems and the Workforce Innovation & Opportunity Act as it relates to workforce development programming
  • Ability to build and maintain effective partnerships with stakeholders, community organizations, education providers, and employers to advance workforce initiatives.
  • Strong knowledge of local labor markets, Federal and State workforce programs, and WIOA-related workforce development systems (preferred).
  • Proven ability to supervise, motivate, and manage staff in a performance based environment while overseeing large programmatic budgets.
  • Skilled in data analysis to evaluate programs, improve outcomes, and guide strategic decision-making
