Capital One is seeking a Director of Technical Program Management (Remote-Eligible) to lead cross-functional teams on large, scale-driven initiatives. You will drive strategic program roadmaps, align engineering with business goals, and champion disciplined delivery across platforms and services.

In this role you’ll mentor the TPM discipline, establish operating models, and partner with senior leadership to balance speed, cost, and reliability while delivering measurable outcomes for customers

Qualifications

• Bachelor’s degree in a technical field.
• At least 7 years of experience managing technical programs.
• Experience designing and building solutions using distributed computing or SOA.
• 3 years building distributed systems & highly available services using cloud computing (AWS).
• 3 years delivering large and complex programs with cross-functional teams.
• MBA or Master’s in a related field; PMP/Lean/Agile/Six Sigma certs.
• 3 years of people management or influencing organization as an IC.
• Experience driving platform standardization and TPM maturity.
• Exceptional communication and influence skills with senior leadership.

About the Team:

Card Intelligent Decisions & Experiences (CIDX) in Card Tech is responsible for the decisioning technology that guides our customers through their entire credit journey – from marketing, to product offers, real-time transaction approvals, and more.

What You’ll Do:

As a Director of Technical Program Management (TPM), we're looking for someone that can help us lead programs that deliver on critical business goals and build large scale products & platforms that will help Capital One customers have incredible experiences.

In addition to the technical program, you will also work to pave the way for an expanding TPM discipline within the team, by leveraging your industry knowledge and experience to teach the organization what a great TPM can achieve.

• Contribute to the organization’s TPM / Delivery strategy: establish operating mechanisms, maturity models, and tooling that scale across portfolios
• Drive development of and alignment on program roadmap anchored in business objectives, definition of done, technical solutions, and sequencing of dependencies
• Lead cross-platform technical investment planning and ensure architectural alignment toward long-term platform convergence and reuse
• Serve as an executive-level escalation point for program risks, influencing technology leaders to make data-driven tradeoffs between speed, cost and resiliency
• Ensure definition of measurable outcomes of platform success (availability, scalability, cost efficiency, developer velocity) and ensure delivery accountability across multiple engineering teams

Basic Qualifications:

• Bachelor’s degree in a technical field
• At least 7 years of experience managing technical programs

Preferred Qualifications:

• 7 years of experience designing and building solutions using distributed computing or service oriented architecture (SOA)
• 3 years of experience in building distributed systems & highly available services using cloud computing services / architecture - preferably using AWS
• 3 years experience building highly scalable products & platforms
• 3 years experience with Agile delivery
• 3 years years experience delivering large and complex programs - where you contribute to the business or technical vision, collaborate with large cross-functional teams, secure commitments on deliverables and unblock teams to land business impact
• Experience in building systems & solutions within a highly regulated environment
• MBA or Master's Degree in a related technical field (Computer Science, Software Engineering)
• PMP, Lean, Agile, or Six Sigma certification
• 3 years of people management experience or influencing organization as an IC
• Experience driving platform standardization across multiple product portfolios or lines of business
• Track record of building TPM maturity (operating models, career frameworks, metrics) at scale within engineering organizations
• Exceptional communication and influence skills, capable of engaging deeply with technical teams while translating implications into compelling business narratives that persuade senior leadership
