Summary:

The Director of Program Support holds significant authority over decision-making, staffing, and budgeting within their functional area, subject to senior management approval on critical issues within MTA Construction & Development. The role involves determining how to achieve work goals, guided by procedures and standards, and making recommendations for policy and procedural changes, with final approval from senior management.

Responsibilities:

  • Provide leadership within their area to ensure effective administrative processes and recommend operational improvements.
  • Manage administrative functions such as budget administration, procurement, payment coordination, time management, space management, vehicle management, training/travel requests, overtime, audits, internal controls, and equipment management.
  • Coordinate with related parties across C&D and MTA agencies.
  • Develop, analyze, report, and maintain data and systems for effective project and departmental operations.
  • Contribute to overall strategy in consultation with senior management.
  • Manage budget activities for capital projects or departmental operations.
  • Prepare data analysis, reports, and presentations related to project and operational management.
  • Manage data/document management activities for project systems.
  • Support personnel requests and documentation, including staffing services.
  • Maintain reports and data, and resolve complex contract and procurement issues.

Education and Experience:

  • Bachelor’s degree in Business Administration, Public Administration, Engineering, Architecture, Computer Science, or related field.
  • Minimum of 10 years of related experience.
  • At least 5 years in a managerial, supervisory, or project management role in a large organization.

Competencies:

  • Experience managing diverse administrative functions supporting large organization operations.
  • Experience implementing MTA policies related to project management, budget, HR, procurement, and facilities management preferred.
  • Ability to handle sensitive issues with confidentiality and judgment.
  • Excellent communication and interpersonal skills.
  • Ability to build relationships and collaborate across all levels.
  • Proven ability to work effectively under high-profile, high-pressure conditions.
  • Results-oriented with a focus on organizational effectiveness and continuous improvement.
  • Leadership qualities, innovative thinking, and ability to align organizational goals with solutions.
  • Strong team-building, listening, problem-solving, and prioritization skills.
  • Proficiency in PeopleSoft, Microsoft Office Suite, Power BI, Teams, or similar applications.
