Director - Owner Representative Program

1.01.001.03 Full Time Salary 40 Hrs Remote, US

Today Requisition ID: 3181

Salary Range: $165,000.00 To $200,000.00 Annually

Who We Are

Headquartered in Washington, DC, Versar Global Solutions provides full mission lifecycle solutions for challenges faced by our government and commercial customers in the natural, built, and digital environments. With team members located around the world and a rich legacy spanning more than 50 years, Versar Global Solutions delivers planning, analysis, risk management, project and program management, operations and maintenance, and information technology solutions for environmental management and remediation, mission-critical facilities and installations, readiness, and contingency operations.

Who You Are

You are an accomplished senior owner's representative with deep commercial real estate, facilities, infrastructure, or capital-project experience and the judgment to apply private-sector delivery discipline within the federal government environment. Reporting to the Environment & Management Systems Operating Center Leader, you will serve as the program leader responsible for delivering owner’s representative services on federal programs. You understand how owners define requirements, establish business cases, manage design and construction, control cost and schedule, and transition completed assets into operations. You bring meaningful commercial owner-side experience; prior experience successfully applying that approach in a federal environment is strongly preferred. You can adapt commercial practices to federal acquisition, appropriations, security, records, ethics, and decision-making requirements while respecting the authorities of contracting officers and government officials. The role is expected to be largely billable, with remaining time supporting capture, proposals, and related growth activities.

What You'll Do

  • Lead and grow Versar's Owner’s Representative program in support of U.S. federal customers, establishing strategic priorities, annual operating objectives, technical standards, and measurable performance goals.
  • Represent the owner's interests across the full project lifecycle, from business case, due diligence, programming, and site evaluation through design, procurement, construction, commissioning, occupancy, turnover, and closeout.
  • Acts as a dedicated, unbiased advocate and fiduciary for the “project owner”, overseeing a construction project from initial planning final closeout.
  • Translate customer mission, operational, financial, and facility needs into clear requirements, performance standards, decision criteria, and executable delivery plans.
  • Apply commercial owner-side practices to federal programs while complying with acquisition processes, delegated authorities, funding controls, ethics, security, records, and documentation requirements.
  • Develop and maintain project charters, owner's project requirements, execution plans, governance structures, stage gates, decision logs, escalation protocols, and defensible project records.
  • Advise customers on delivery strategies, packaging, phasing, procurement approaches, market capacity, contract interfaces, and allocation of cost, schedule, technical, and commercial risk.
  • Prepare independent cost estimates, reviews of contractors’ funds flow, negotiating pricing and managing changes
  • Lead requirements validation, feasibility and existing-condition assessments, site and infrastructure evaluations, permitting strategies, and environmental or regulatory coordination.
  • Coordinate federal program, contracting, legal, financial, security, facility, and end-user stakeholders with designers, contractors, consultants, commissioning providers, and regulators.
  • Manage designer and consultant performance; lead multidisciplinary reviews for functionality, constructability, operability, maintainability, resilience, sustainability, safety, security, accessibility, quality, cost, schedule, and lifecycle value.
  • Prepare or review scopes of work, performance work statements, technical requirements, specifications, evaluation criteria, proposal instructions, independent estimates, and related acquisition documents; support market research, evaluations, discussions, negotiations, and award recommendations within delegated authority.
  • Develop and manage cost plans, budgets, forecasts, contingencies, integrated schedules, critical-path analyses, and project controls covering scope, cost, schedule, risk, quality, change, commitments, invoices, and performance reporting.
  • Lead risk and change management, including risk workshops, mitigation plans, change-order evaluation, independent cost and schedule analysis, approval documentation, baseline updates, and escalation of material issues.
  • Monitor construction through site visits, progress meetings, field observations, quality and safety coordination, submittal and request-for-information tracking, payment and progress validation, forecasting, and issue resolution.
  • Plan and oversee commissioning, systems activation, training, testing, punch-list completion, asset-data delivery, warranties, operations and maintenance documentation, occupancy, turnover, and final acceptance.
  • Provide concise executive reporting through dashboards, forecasts, variance analyses, decision papers, risk summaries, and recommendations; identify and apply practical digital tools and data standards that improve transparency and outcomes.
  • Support business development, capture, and proposals when not assigned to billable project delivery, and travel to customer offices, federal installations, and project sites as required.
  • Acts as the central liaison and coordination role during Owner-Architect-Constructor meetings and design/construction reviews and bridge gaps between technical teams and non-technical stakeholders.
  • Enforces contract terms, identifies potential risks and interferences while also identifying opportunities for value engineering.

What You'll Bring

  • Bachelor's degree in architecture, engineering, construction management, real estate, facilities management, business, program or project management, or a related discipline.
  • Ten or more years of progressively responsible experience representing owners or delivering complex commercial, institutional, industrial, infrastructure, or public-sector capital projects at a senior individual-contributor level. Equivalent combinations of education and experience may be considered.
  • Substantial owner-side experience in commercial development, corporate real estate, institutional facilities, program management, construction management, development management, or project controls is required.
  • Demonstrated ability to transfer commercial delivery practices to public-sector or highly regulated environments without bypassing required governance, procurement, funding, or approval processes.
  • Experience managing projects from feasibility and requirements definition through design, procurement, construction, commissioning, occupancy, turnover, and closeout.
  • Strong knowledge of owner's representative duties, fiduciary awareness, governance, stakeholder management, design management, construction administration, and executive reporting.
  • Working knowledge of federal acquisition and project-delivery processes, including the distinct responsibilities of program, technical, contracting, legal, financial, and source-selection personnel. Experience successfully transitioning commercial delivery practices into federal work is strongly preferred.
  • Experience developing or reviewing statements of work, performance work statements, technical specifications, evaluation criteria, proposal requirements, and independent cost estimates.
  • Demonstrated expertise in cost management, scheduling, risk management, quality assurance, change control, contract administration, document control, and project controls.
  • Ability to interpret commercial and federal contract requirements, evaluate proposals and changes, support negotiations, analyze cost and schedule impacts, and maintain defensible records without exceeding delegated authority.
  • Experience coordinating architects, engineers, contractors, consultants, commissioning providers, facility operators, end users, authorities having jurisdiction, and other project stakeholders.
  • Ability to communicate complex technical, contractual, financial, schedule, and stakeholder matters as clear recommendations for senior executives and government decision-makers.
  • Strong leadership, collaboration, negotiation, facilitation, analytical, problem-solving, technical writing, and presentation skills.
  • Proficiency with Microsoft 365 applications and familiarity with scheduling, estimating, cost management, document control, collaboration, building information modeling, project management information systems, and business intelligence tools.
  • Project Management Professional, Certified Construction Manager, Professional Engineer, Registered Architect, LEED Accredited Professional, Certified Cost Professional, Planning and Scheduling Professional, or a comparable credential is preferred.
  • Ability to travel domestically and, where required by customer or contract needs, internationally to customer and project sites and to work in office, field, construction, industrial, or installation environments. Travel requirements will vary by assignment.
  • Must be a U.S. citizen and able to obtain and maintain the federal background investigation, credential, site access, or security clearance required by the customer or contract.
  • Must be proficient in English, both written and verbal, to ensure effective communication and collaboration.
  • Successful completion of preemployment screenings, including a federal background check, motor vehicle record review, and drug screening, as applicable to the position.
  • Compliance with the company drug and alcohol policy.
  • Authorization to work in the United States by the successful candidate's start date.
