The Operations Management Bureau Director plays a key leadership role within the Technology Services Division, guiding enterprise-wide technology operations that ensure stable, secure, and uninterrupted access to FTB’s enterprise systems and services. The incumbent oversees key operational functions—including IT Service Operations, Network Operations Center (NOC) activities, Personal Computer (PC) Management, and statewide IT asset accountability—ensuring these areas work cohesively to maintain reliable delivery service for staff and customers. These functions collectively strengthen enterprise service availability by monitoring system performance, coordinating rapid responses to service disruptions, and ensuring staff have consistent, secure, and well-managed desktop technologies. The Director also ensures statewide IT assets are managed responsibly and uniformly, supporting compliance with departmental policies and technology standards. In guiding these operational domains, the incumbent helps safeguard the stability and integrity of the enterprise systems and services that underpin FTB’s daily operations, while advancing efforts to modernize operational practices and adopt more efficient, forward-looking service models. As a member of the Executive Management Team and governance bodies, the Director advises on operational policy, risk, compliance, incident readiness, and emerging technologies that shape FTB’s enterprise technology posture. The incumbent inspires staff in delivering operational excellence, strengthening service performance, and aligning technology capabilities with departmental goals, statewide standards, and legislative mandates.

  • Knowledge of operational frameworks and service-management disciplines (e.g., ITIL, asset and configuration management, incident and problem management, backup/recovery, monitoring, and business continuity).

  • Ability to lead enterprise-scale operational modernization efforts—including system migration, cloud transformation, automation, and the adoption of forward-looking operational practices.
