Under administrative direction of the Information Technology Manager II, the Information Technology Specialist III (IT Specialist III), serves as the Enterprise Data Architect, overseeing and directing the design, development, and governance of the department’s most complex and diverse enterprise data systems. The IT Specialist III must coordinate with the Enterprise Application Architect, other teams within the Technology Services Division (TSD), California Department of Tax and Fee Administration (CDTFA) executives, program area partners, and additional stakeholders to deliver solutions that support CDTFA projects and mission-critical applications. In this capacity, the IT Specialist III provides master-level technical and governance leadership, ensuring the enterprise data architecture, data management practices, and data governance standards are consistently implemented, secure, and aligned with organizational objectives. The IT Specialist III leads the integration of data governance principles, such as metadata and lineage management, data quality, stewardship, and access controls, into enterprise solutions and communicates this impact effectively across technical and non-technical audiences. The IT Specialist III understands and effectively conveys project and task objectives while coordinating, facilitating, and directing work activities to ensure services are delivered professionally, responsibly, and within deadlines to meet the needs of internal and external stakeholders.

Under Government Code 14200, this position may be eligible for partial telework for eligible candidates residing in California. All telework/hybrid schedules require staff to report to the office a minimum number of days per week. Schedules are subject to change.

Currently, per the California Budget Act of 2025, all California Department of Tax and Fee Administration salaries are subject to the provisions of the State of California’s Personal Leave Program.

  • Mastery of enterprise data architecture practices, including modeling, metadata, lineage, and integration techniques.
  • Applied expertise in data integration, high availability data services, cloud-based data technologies.
  • Strong skills in analytics, Business Intelligence (BI)I, data lakes, data warehousing.
  • Demonstrated knowledge and experience with cloud data platforms, such as Snowflake, and relational database management systems, such as Microsoft SQL Server.
  • Experience leading data governance programs, standards, and related policy development.
  • Proven ability to lead and mentor team members of varying skill levels, participate in cross‑functional teams and guide complex technical projects.
  • Excellent communication skills for conveying complex technical concepts to diverse audiences.
