The City of Portland is seeking a Workforce Safety Director to lead a team of safety professionals within the Human Resources Department. The role requires balancing accountability with fostering buy-in and consensus across the organization.

The incumbent will oversee the self-insured worker’s compensation program, coordinate with the TPA, and manage end‑to‑end claims processes, return‑to‑work plans, and after-action evaluations to improve safety.

Qualifications

• Bachelor’s Degree; Master’s Degree preferred or comparable experience.
• OSHA 30 strongly preferred or must be obtained within six months of employment.
• Experience managing a self‑insured/governmental workers’ compensation program is desirable.
• Experience managing a municipal and/or unionized workplace is preferred.

Responsabilités

• Leads and provides strategic direction for the Safety Team with focus on compliance, collaboration, innovation and partnership.
• Builds and supports a City-wide safety culture that engages employees at all levels.
• Manages the City’s self‑insured workers’ compensation program and worker’s compensation claims with the TPA.
• Oversees budget planning and actuarial evaluations for the workers’ compensation program.
• Ensures OSHA, BLS, DOT, FMCSA and related safety laws compliance and acts as the authority on requirements.
• Oversees drivers license checks, CDL training, drug testing, and compliance.
• Oversees the City’s motor vehicle accident program and Accident Review Committees.
