Executive Staff Recruiters / ESR Healthcare is assisting a civil engineering firm in Phoenix in hiring a Director of Water/Wastewater Engineering. This hybrid-remote role leads a team of engineers, drives municipal/private projects, and partners with leadership on growth and client strategies.

The position requires 12–15+ years in engineering with PM experience, a BS in Civil Engineering, and a PE license is preferred.

Qualifications

• Bachelor of Science in Civil Engineering or higher from an accredited institution.
• P.E. license is desired; out-of-state candidates must obtain licensure within six months.
• 12-15+ years of progressive engineering experience, including 8+ years in project management within Water/Wastewater.
• Experience delivering municipal water/wastewater projects; municipal and private-sector exposure ideal.
• Experience outside a Civil/Consulting Firm is preferred; strong Phoenix metro market knowledge is a plus.

Responsibilities

• Lead and oversee the Water/Wastewater Department with a team of 6-8 engineers and staff.
• Serve as a senior technical leader, providing guidance and quality oversight across projects.
• Build and maintain relationships with municipal and private clients and regulatory agencies.
• Represent the firm in presentations to city councils and committees; market and grow the department.
• Drive marketing and business development in coordination with leadership.
• Supervise staff performance, hiring, coaching, and performance reviews.
• Define project scopes, schedules, work plans, and subconsultant needs; prepare fee proposals.
• Maintain and expand client relationships and pursue new business opportunities.
• Ensure accurate project documentation for clients and internal use.

JOB DESCRIPTION

established and growing civil engineering consultant firm in the Phoenix, AZ metropolitan area, has an opening for a Director of Water/Wastewater Engineering to lead and expand its Water/Wastewater practice. This search is being conducted in direct partnership with the hiring manager. The company offers a highly competitive compensation package, including base salary, annual bonus, and equity/profit-sharing participation, along with long-term leadership growth opportunities. This position is Hybrid Remote. Overview: The Director of Water/Wastewater Engineering will provide strategic, technical, and operational leadership for the firm's Water/Wastewater Department. This role combines client engagement, team leadership, project oversight, and business development, with responsibility for driving continued growth across municipal and private-sector markets. Key Responsibilities:

• Lead, manage the Water/Wastewater Department, overseeing a team of approximately 6-8 engineers and technical staff
• Serve as a senior technical leader, providing guidance and quality oversight across projects
• Build and maintain strong relationships with municipal and private clients, as well as local, state, and federal regulatory agencies
• Represent the firm through effective presentations to city councils, community groups, and selection committees
• Drive marketing and business development initiatives to grow the department, working closely with the Business Development Director and President
• Supervise staff performance, including hiring, coaching, and conducting performance reviews
• Define project scopes, develop schedules and work plans, and identify required subconsultants
• Prepare and negotiate fee proposals
• Maintain and expand existing client relationships while developing new business opportunities
• Ensure accurate project documentation for both client and internal purposes

• Bachelor of Science in Civil Engineering (or higher) from an accredited institution or similar field
• Professional Engineer (P.E.) license is desired; Out-of-state candidates must be able to obtain licensure within six months
• At least 12-15+ years of progressive engineering experience, including at least 8 years in project management within the Water/Wastewater Management industry
• Demonstrated experience and track record of delivering municipal water and wastewater projects
• Experience with both municipal and private-sector markets would be ideal
• Experience out of a Civil/Consulting Firm is preferred
• Strong local market knowledge with established client relationships in the Phoenix metro area is preferred
• Experience managing and developing engineering teams is preferred
