Job summary

Catawba County is seeking a Utilities & Engineering Director to lead water and sewer, solid waste, building services, and engineering operations. This senior role balances day-to-day oversight with long-range infrastructure and financial planning for a growing county.

The Director reports to the Assistant County Manager and will work with municipal partners and state agencies on major projects, including the Southeast Catawba County Water & Sewer District and landfill expansion.

Qualifications

• Bachelor’s degree in Civil, Mechanical, Environmental Engineering, Public/Business Administration, or Construction Management.
• Minimum 5 years of experience in managing solid waste, water and wastewater, or building compliance services as a director or senior leader.
• Alternative education/experience that demonstrates the required skills may be considered.

Responsibilities

• Direct Solid Waste operations, including landfill operations and environmental controls.
• Oversee Building Services, plan review, permitting, and building code compliance.
• Supervise water distribution, wastewater collection, and treatment facilities.
• Develop multi-year water and sewer capital plans with municipalities.
• Manage Engineering operations, including zoning enforcement, stormwater, and roadway programs.
• Lead construction projects from consultant selection through field inspection.
• Develop long-range financial plans, pursue grants, and identify cost-saving options.
• Collaborate with Planning and Economic Development on projects and expansions.
• Supervise five direct reports and handle personnel matters.
