Job summary

Richland County seeks a seasoned Utilities Director to oversee the Water/Wastewater Treatment, Engineering, Administration and Special Projects Management divisions. You will supervise senior staff, ensure regulatory compliance, and develop long-range plans for public utilities.

The role requires a Bachelor's degree in engineering, management, public administration or related field, a Professional Engineer license (Class A preferred), and 10+ years of experience.

Qualifications

  • Bachelor’s degree or equivalent in engineering, management, public administration or related field.
  • Professional Engineer designation; Utilities License Class 'A' preferred.
  • Valid state driver’s license.
  • Over ten years of experience in utilities or related fields.

Responsibilities

  • Plan, direct and supervise all programs and operations of the Utilities Department.
  • Ensure compliance with federal, state and local laws and regulations.
  • Supervise subordinate staff and allocate responsibilities.
  • Develop and administer budgets for the department including CAPEX and OPEX.
  • Provide guidance to County leadership and participate in executive cabinet deliberations.
  • Coordinate with other departments and external agencies on utilities projects.
