Primary Purpose Of Job
Oversees and manages the BSA, Compliance, CRA, Information Security, Internal Audit, and Loan Review, Departments and all related programs. Responsible for the overall Risk Management program for the Bank, including determining the adequacy of all internally generated risk assessments. Maintains a working knowledge of regulatory guidance, statutes, codification, and bank policies, and ensures adherence to them. Ensures that all allegations of financial irregularity, fraud, or corruption are promptly and fully investigated.

- Ensures the confidentiality of customer non-public personal information and secures information systems to comply with bank regulations.
Essential Functions And Performance Areas
Bank Secrecy Act (“BSA”):
- Oversees the development, implementation, adherence to, and effectiveness of the Bank Secrecy Act Compliance Program;
- Ensures that the Bank’s BSA Program meets regulatory requirements;
- Oversees the development, revision and administration of Bank forms, notices, procedures, and monitoring processes for compliance with Bank Secrecy Act and related regulations,
- Oversees process of identifying and evaluating transactions that are suspicious in nature;
- Oversees process of identifying and tracking high risk customers;
- Oversees analysis of BSA related data to draw conclusions about the level of compliance throughout the program and makes recommendations for any changes; and
- Supervises the Bank’s BSA Officer.
Compliance
- Oversees the development, implementation, adherence to, and effectiveness of the Bank’s Compliance Program, policies and procedures ensuring they meet regulatory requirements;
- Ensures that the Compliance Audit Plan is effective and that Plan objectives are being met;
- Ensures that the compliance department is managed such that the compliance audit plans are achieved;
- Leads ethics and integrity initiatives and provides strategic direction on initiatives;
- Collaborates with the compliance department on program-wide compliance initiatives; and
- Supervises the Bank’s Compliance Officer.
Community Reinvestment Act (“CRA”)
- Oversees the development, implementation, adherence to, and effectiveness of the Bank’s CRA Program, policies, and procedures ensuring they meet regulatory requirements;
- Collaborates with the CRA department on program-wide initiatives;
- Oversees the assessment of the bank’s compliance with CRA; and
- Supervises the Bank’s CRA Officer.
Information Security
- Oversees the development, implementation, adherence to, and effectiveness of the Bank’s Information Security Program, policies, and procedures to ensure technology effectively supports the delivery of the Bank’s products and services to its customers while protecting the customer’s and the organization’s data in accordance with laws and regulations;
- Provides oversight to ensure the bank obtains and maintains Information Security solutions at an appropriate cost;
- Provides oversight to ensure the bank effectively monitors and manages technology risk for security and data protection; and
- Supervises the Bank’s Information Security Officer.
Internal Audit
- Oversees the preparation and development of the Audit Plan to address emerging risks and align with the Bank’s Risk Management Appetite Statement;
- Oversees the audit department to ensure that it is effective and commands a high standard of respect both internally and externally;
- Ensures that the audit department is managed to optimize audit coverage with the Bank’s external auditor;
- Ensures that the Audit Plan is effective and that Plan objectives are being met;
- Ensures that the audit department is managed such that the audit plans are achieved;
- Presents reports and advises committees and relevant groups; and
- Supervises the Bank’s Internal Audit Officer
Loan Review
- Oversees the preparation and development of the Loan Review Plan to address emerging risks and align with the Risk Management Appetite Statement;
- Oversees the Loan Review department to ensure that it is effective and commands a high standard of respect both internally and externally;
- Ensures that the Loan Review Plan is effective and that Plan objectives are being met;
- Ensures that the Loan Review department is managed such that the loan review plans are achieved;
- Presents reports and advises committees and relevant groups; and
- Supervises the Bank’s Loan Review Officer
Other
- Primary contact for coordination of all external audits and assists in coordination of all regulatory exams;
- Oversees maintenance of tracking system for all audit and exam remediation items; and
- Special projects as specified by the President/CEO and/or the Audit Committee Chairman.
Knowledge, Skills And Abilities
- Demonstrated knowledge of all pertinent regulatory requirements and compliance program elements;
- Proven organizational and facilitation skills;
- Demonstrated expertise in oral and written communication; and,
- Demonstrated expertise in analysis and decision support.
Education, Training And Experience Requirements
- Bachelor’s degree in finance, business administration, mathematics, statistics, operations research or a related field; relevant certification or a Master’s degree in related field is a plus.
- Five to ten years managerial work experience in a highly diversified organization; and,
- Five-plus years of increasing responsibility and work experience in a risk management-related field in regulated depository financial institutions;
