The Massachusetts Department of Environmental Protection seeks a Director of Procurement & Accounting to lead agency-wide fiscal operations, procurement, and accounts payable. You will supervise staff, oversee COMMBUYS and MOSAIC, and ensure internal controls in line with state law.

Reporting to the Chief Financial Officer, you will develop SOPs, provide strategic budgeting analyses, and serve as MOSAIC advisor to the Office of the State Comptroller, impacting the agency’s financial stewardship.

Description:

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, safely managing toxics and hazards, recycling solid and hazardous wastes, timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. The Department fulfills its mission in part by enforcing compliance with environmental laws and regulations.

Under the supervision of the Director of Fiscal Management, this position ensures that all resources and financial allocations align with the mission and priorities of the Commissioner of MassDEP. Serving as a critical leader within the Commissioner’s Fiscal Office, the role provides exemplary fiscal stewardship through the establishment, monitoring, and continuous improvement of accounting, budgeting, finance, and procurement policies and procedures.

As both the agency’s MOSAIC Liaison and Chief Procurement Officer, this position serves as MassDEP’s primary lead contact with the Office of the State Comptroller (CTR) and the Operational Services Division (OSD) on all fiscal and procurement matters. The Director of Procurement & Accounting continuously evaluates, and updates agency-wide Standard Operating Procedures (SOPs) related to fiscal and procurement activities, ensuring efficiency, effectiveness, and compliance with Federal, State, and Internal Control guidelines. Additionally, this position assists the DEP Budget Unit with fiscal analysis and decision-making on payroll funding and other resource allocation matters.

Duties include, but are not limited to, the following:

As the agency’s Chief Procurement Officer, this role is responsible for managing and overseeing all procurements across the organization. Leveraging specialized knowledge, leadership, and expertise, provide guidance, oversight, and support to Bureau Administrative Directors, as well as fiscal and program staff, on all departmental service contracts, commodity purchases, and inter-departmental service agreements.

The role also includes ensuring compliance with internal accounting controls in accordance with Chapter 647 of the Massachusetts General Laws (Internal Control Act). In addition, oversee and supervise all COMMBUYS purchasing transactions, bid postings, Notices of Intent (NOIs), and grant notifications for the entire agency.

Supervise and manage the daily operations of the Accounts Payable Unit at MassDEP. Provide leadership, expertise, and guidance to Bureau Administrative Directors, as well as fiscal and program staff, on all aspects of accounts payable, including encumbrance management, vendor relations, expenditure analysis, payment reconciliation, and compliance. Ensure efficient and accurate processing of vendor payments while maintaining strong internal controls. Possess in-depth knowledge of the Commonwealth’s MOSAIC and COMMBUYS systems to support effective oversight, coordination, and problem-solving across the agency.

Develop, implement, and maintain comprehensive Standard Operating Procedures (SOPs) and policies for agency-wide Fiscal Operations, Procurement, and Accounts Payable. Ensure all processes meet internal control requirements in full compliance with Chapter 647 of the Massachusetts General Laws (Internal Control Act).

Supervise and manage the staff, who serve as Cost Center Manager/s for the Commissioner’s Office, with responsibility for developing annual budgets, meeting with unit leaders and directors to review expenditure patterns and approving purchase-related encumbrances and invoices. Provide oversight to the Regional Planner in reviewing requests for proposals, plans, and reports to ensure alignment with departmental goals and program guidelines. In addition, manage earmarks and trust funds (CMT), including coordinating payments and encumbrances and approving invoices.

Collaborate with the CFO, Fiscal Management Director, and Budget Director to ensure sufficient payroll funding across all appropriations and to resolve predictive report issues each pay period. Prepare and analyze payroll projections, fiscal analyses, and budget forecasts to identify and address potential funding gaps or discrepancies promptly.

Assist in MassDEP’s fiscal and administrative functions related to the Supplier Diversity Program (SDO), employee reimbursements, vendor and customer account updates, and the agency’s bill-paying and prompt-pay discount initiatives. Respond to inquiries and resolve concerns from both internal staff and external vendors and customers to ensure efficiency, accuracy, and compliance.

Serve as MassDEP’s MOSAIC advisor to the Office of the State Comptroller, providing technical assistance and guidance to fiscal staff on MOSAIC-related issues.

Preferred Qualifications:
  • Strong analytical, organizational, and critical thinking skills.
  • Ability to perform effectively in a high-volume, time-sensitive financial environment with significant accountability.
  • Solid experience in accounting, budgeting, and expenditure tracking.
  • Knowledge of Massachusetts General Laws related to procurement, financial practices, and internal controls.
  • Ability to interpret and apply government laws, regulations, and policies.
  • Proficiency in financial and procurement systems (Mosaic, COMMBUYS, CIW).
  • Ability to analyze and evaluate complex financial and accounting reports.
  • Excellent written and verbal communication skills, including clear and strategic reporting.
  • Strong leadership, supervisory, and personnel management abilities.
  • Minimum of five years of managerial experience; Strategic Sourcing Certificate (OSD) preferred.
Qualifications
Minimum Entrance Requirements:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

  1. I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
  2. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
  3. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.
  4. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
