Overview

HNM Systems is seeking a Director of Network Delivery to lead the execution and implementation of large-scale network construction and network evolution programs for a leading telecommunications infrastructure organization.

This leader will own end-to-end delivery across construction, engineering coordination, permitting, resource planning, financial performance, technology, customer commitments, and project controls. The Director will lead a team of approximately six Project Managers while partnering closely with field construction teams, customers, subcontractors, municipalities, engineering, procurement, vendors, and internal leadership.

The successful candidate will bring deep telecommunications construction experience, strong financial and operational discipline, and a hands-on understanding of how aerial and underground networks are built in the field. This individual will also use operational data, KPIs, dashboards, and project-management systems to create accountability, identify risks early, and improve delivery performance.

Key Responsibilities

• Lead end-to-end delivery of multiple large-scale telecommunications construction and network evolution programs, including aerial and underground OSP construction.
• Lead, coach, and manage a team of approximately six Project Managers, establishing clear expectations for execution, customer commitments, financial performance, reporting, risk management, and accountability.
• Build and scale market delivery capabilities by ensuring appropriate field resources, subcontractors, processes, systems, and leadership are in place to support current and future work.
• Own project planning and execution across design coordination, construction management, zoning and permitting, licensing, field implementation, system acceptance, network integration, and closeout.
• Partner with construction, engineering, procurement, operations, customers, vendors, subcontractors, municipalities, utilities, and regulatory stakeholders to drive effective execution.
• Develop and manage project plans covering scope, schedules, resources, materials, budgets, forecasts, milestones, and customer deliverables.
• Maintain accountability for portfolio financial performance, including budgets, forecasts, WIP, backlog, cost controls, capital expenditures, resource allocation, change orders, and project profitability.
• Use KPIs, dashboards, project controls, SiteTracker, Power BI, and similar systems to monitor performance, identify trends, anticipate delivery risks, and drive corrective action.
• Establish operating rhythms and performance indicators that provide clear visibility into construction production, financial results, schedule adherence, resource utilization, risks, and customer commitments.
• Identify operational bottlenecks, resource constraints, process gaps, and execution risks before they affect milestones or customer expectations.
• Conduct field observations as needed to understand construction conditions, resolve escalated issues, and verify that work is being completed safely and according to plans, specifications, and contractual requirements.
• Ensure construction quality across fiber and network infrastructure projects while maintaining alignment with design requirements, customer specifications, contracts, and industry standards.
• Review OSP designs and construction plans for accuracy, feasibility, constructability, and alignment with aerial and underground build requirements.
• Manage scope changes and negotiate change orders for work outside the original project scope while protecting customer relationships and project financial performance.
• Build effective relationships with municipalities, permitting authorities, utility stakeholders, vendors, subcontractors, and other community stakeholders involved in network deployment.
• Serve as a senior point of contact for customers and internal leadership on project status, forecasts, delivery performance, escalations, risks, and issue resolution.
• Provide clear daily, weekly, and executive-level reporting on construction progress, project milestones, resource utilization, financial performance, risks, and customer commitments.
• Proactively mitigate risks involving permitting, zoning, resources, materials, subcontractors, construction conditions, and local regulations.
• Ensure accurate and timely maintenance of construction records, permitting documents, design documentation, financial information, project controls, and regulatory records.
• Participate in customer kickoff meetings, project sales discussions, vendor selection, solution development, and related business-development activities as needed.
• Drive continuous improvement across project delivery processes, systems, field operations, reporting, and team performance.

Required Qualifications

• Minimum of 10 years of progressive project, construction, or operational leadership experience within the telecommunications industry.
• Demonstrated experience leading large-scale telecommunications network construction and deployment programs.
• Strong knowledge of OSP fiber construction, including aerial and underground construction methods, construction prints, scopes of work, and field operations.
• Demonstrated experience leading Project Managers, construction teams, subcontractors, vendors, or other project-delivery personnel.
• Strong understanding of network construction from planning and design through permitting, construction, implementation, acceptance, and closeout.
• Experience building, managing, or scaling field-construction resources within a local market.
• Strong financial acumen involving budgeting, forecasting, WIP, backlog management, cost control, resource planning, change management, and project profitability.
• Experience managing large, complex project portfolios with significant financial responsibility.
• Demonstrated ability to manage performance using KPIs, dashboards, project controls, and operational reporting.
• Ability to identify operational bottlenecks, project risks, and process gaps and implement corrective measures that improve productivity, schedule performance, and profitability.
• Strong knowledge of contractor and vendor management, quality control, scope evaluation, and change-order management.
• Experience working with municipalities, permitting agencies, utilities, regulatory stakeholders, and other organizations involved in telecommunications construction.
• Strong customer-facing communication and stakeholder-management skills.
• Demonstrated leadership capability in negotiation, conflict resolution, accountability, coaching, and cross-functional team leadership.
• Ability to balance strategic leadership responsibilities with hands-on project and field involvement.
• Ability to successfully complete required background and drug screening.
• Ability to travel approximately 25% of the time.
• Strong working knowledge of Microsoft Office Suite.

Preferred Qualifications

• Bachelor's degree in Construction Management, Business Management, Engineering, or a related discipline; equivalent relevant experience will also be considered.
• Experience using SiteTracker, Power BI, or comparable project-management and business-intelligence platforms.

This position requires approximately 25% travel and includes hands-on involvement with telecommunications construction and field operations.
