Job description

Director of Human Services - Caldwell Borough.

The Borough is seeking a full-time Director of Human Services. A degree in Social Work, Public Health, or a related field with a minimum of 5 years of experience is desired. Strong computer and communication (verbal and written) skills are essential. The successful candidate must be highly organized, detail oriented, and accustomed to independently managing competing priorities while providing exceptional customer service to the public. The Director is responsible for day-to-day operations of the Health & Human Services Department including programs and services provided through the Borough and overseen by the Board of Health, Senior Advisory Council, Local Assistance Board/s, and Senior Transportation Committee. The Director is expected to work Monday through Friday during normal business hours; however, flexibility is required to accommodate evening meetings, other Borough or departmental matters, and occasional weekend community outreach events. Diversified duties include but are not limited to:

• Act as secretary to and liaison for each of the Boards/Committees, including scheduling, attending, and administration of all meetings (some of which are in the evening), taking minutes, and posting meeting-related information on the Borough website.
• Manage budget, funds, and disbursements for each budget line; experience with Edmunds a plus.
• Oversee contracts for services including interlocal agreements, grants, etc.
• Ensure that all mandated reports are completed and submitted on a timely basis.
• Serve as Local Registrar for the Borough (Current Certified Municipal Registrar certification is required or must be obtained within six months of hire.).
• Schedule and manage senior citizen activities and wellness programming; supervise senior bus service.
• Provide residents with guidance and information on social services (SNAP, LIHEAP, etc.) and other resources.
• Oversee food pantry operations.
• Work with other Borough departments and/or service providers to address health or human services matters requiring broader or more urgent attention.
• Coordinate health-related clinics and licensing of local food, childcare, and public establishments.
• Oversee and manage department’s pages on Borough website and promote activities through social media channels based on municipal guidelines.
• Supervise staff and volunteers.
• Report facility-related issues to proper departments for attention.
• Affordable Housing Professionals of NJ Certification is desirable, as Director could also serve as the Borough’s Municipal Housing Liaison.

Salary Range is $75,000 to $80,000 depending on qualifications, certifications, and experience. Some roles may be paid via stipend. Full Benefits Package.
