NJLM in Mendham, New Jersey seeks an experienced Borough Administrator to act as CAO and oversee day-to-day municipal operations, budgeting, purchasing, and public information. The role requires strong leadership, sound judgment, and extensive knowledge of municipal finance and contracts.
The Administrator will coordinate with the Mayor and Council, manage departments and grants, and supervise staff, IT, and open space initiatives.
The Borough is accepting resumes for an experienced, highly capable, innovative and experienced Borough Administrator. The Borough Administrator serves as Chief Administrative Officer, and Chief Supervisory Officer of the Borough and administers the business affairs of the Borough and have, to the fullest extent permitted by law, administrative and supervisory authority over Borough programs, departments, offices, boards, agencies and activities, including, without limitation, the Department of Water Reclamation and Department of Public Works. The Administrator is appointed by the Mayor with the advice and consent of the Council. The Borough Administrator provides leadership, direction, coordination, and day-to-day management of municipal operations, activities, departments, offices, boards, agencies, employees and professional consultants. Develop administrative, personnel and purchasing practices and procedures for Borough programs, departments, offices, boards and agencies. Coordinates with municipal boards and commissions, other governmental agencies, local businesses, and the public. Manages residents’ concerns. Attends Council and other meetings as needed. Implement policies established by the governing body. The position requires strong leadership, sound judgment, positive communication skills, detailed municipal finance and operational expertise including strong ability to secure grant funds, working knowledge of budget and public contracts law, manage utilities, personnel issues, public improvement projects, recreation programming and Open Space development, public information and communications, and oversee information technology (IT) and Borough website. Requires thorough understanding of New Jersey municipal government including State Affordable Housing mandates. The Administrator’s duties include but are not limited to: (1) evaluates operations, identifies and implements efficiencies and effectiveness and coordinates activities across departments. (2) serves as the appointed Qualified Purchasing Agent (QPA) overseeing purchasing and purchase order processing. (3) Prepares and submits the Borough’s annual Operating and Capital Budgets based on capital improvement planning, including prioritizing projects. (4) Pursues and evaluates funding and grant opportunities; (5) Oversees the Police Department and PBA contract negotiations; (6) Provides Mayor and Council with Reports. (7) Attends Council meetings and establishing clear procedures for handling resident inquiries and complaints; (8) serves as the Borough’s Class II member of the Joint Land Use Board; (9) Oversees review and updates of Personnel Policies and Procedures Manual. (10) Oversees IT operations and Borough website and public information. The ideal candidate will have a minimum of five years of executive management experience in municipal government as a Borough Administrator, Municipal Manager or Chief Administrative or Executive Officer in a municipality of comparable size. A bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Finance, City and Regional Planning, or a related field is required. A master’s degree is strongly preferred. NJ Qualified Purchasing Agent (QPA) Certification required. Current full-time salary range is $110,000-180,000.
