Job summary

Harris County in Houston is seeking a Director, Capital Projects to lead the horizontal capital projects portfolio from planning through warranty. This role provides executive oversight across multiple large-scale civil infrastructure programs, coordinating with counties, consultants, and regulators to deliver on-time, on-budget results.

The position requires a PE license, 10+ years of leadership in civil infrastructure, and PMP certification.

Qualifications

• Bachelor’s degree or higher in Civil Engineering, Construction Management, or related field.
• Registered Professional Engineer in Texas or ability to obtain Texas P.E. within six months.
• Minimum ten years of experience in horizontal capital project delivery or related fields.
• Experience coordinating with consultants, contractors, regulatory agencies, and internal stakeholders.

Responsibilities

• Provide executive leadership for OCE’s horizontal capital projects portfolio across planning, design, and construction.
• Establish division-wide delivery standards and performance expectations aligned with policies.
• Oversee full lifecycle of project delivery, including environmental review, permitting, procurement, and warranty.
• Ensure compliance with design, construction, safety, accessibility, and environmental requirements.
• Prepare and support agenda items and funding requests for Commissioners Court.
• Mentor staff and manage staffing strategies and resource allocation.
• Monitor schedule, budget, risk, and performance metrics for leadership review.
