SUMMARY:
This position is primarily responsible for managing the financial administration of housing and prevention grants management for Allies in Hope to include but not limited to expertise in grant administration, fund development, and compliance.This position ensures that housing and prevention initiatives are both operationally effective and financially sustainable through strategic grant management.
Finance Duties:
- 1. Direct fiscal oversight and compliance management for a $17 million portfolio of federal, state, local, and private funding.
- 2. Prepare and review monthly grant billings, reimbursement requests, financial reports, and budget to actual analyses to ensure compliance with grant requirements.
- 3. Monitor contract expenditures and grant budgets identify variances, and report findings and recommendations to executive leadership.
- 4. Administer and maintain the organization’s Cost Allocation Plan to ensure equitable and compliant allocation of expenses across multiple finding sources and programs.
- 5. Manage grant contacts and monitor expenditures against approved budgets to ensure compliance with funding agreements and reporting requirements.
- 6. Review invoices and supporting documentation to verify accuracy, proper approvals, allowable costs, budget availability, and correct general ledger coding.
- 7. Monitor vendor, contractor, and partner agency expenditures to ensure compliance with grant budgets, contractual obligations, and organization policies.
- 8. Maintain comprehensive grant and contract files for internal review, funding source monitoring, and external audit purposes.
- 9. Prepare and manage the Schedule of Expenditures of Federal Awards (SEFA) and support annual Single Audit activities.
- 10. Review personnel expenditures and salary allocations to ensure accurate grant charging and budget compliance.
- 11. Review accounts receivable billings to ensure appropriate coding and funding source compliance.
- 12. Supervise Grant Financial Analyst, providing training, coaching, performance evaluations, and compliance guidance.
- 13. Conduct training for program staff regarding grant requirements, financial reporting procedures, and documentation standards.
- 14. Lead monthly meetings with program managers to review grant performance, spending trends, compliance requirements, and reporting deadlines.
- 15. Develop and implement process improvements that strengthen compliance, increase efficiency, and support organizational goals.
- 16. Oversee the development, implementation, and compliance of housing and prevention grant programs, including Government and Non-Government initiatives such as corporate donations, foundations, and federal/state programs.
- 17. Develop Government and Non-Government grant budgets with the assistance of the program leadership, finance, and advancement teams.
- 18. Manage grant budgets, track expenditures, and ensure adherence to federal, state, and local regulations.
- 19. Prepares/reviews monthly grant billings and budgets, including monitoring contract expenditures and grant financial compliance, reporting any variances to CFO.
- 20. Coordinate with advancement, finance, program, and compliance teams to meet grant deadlines and reporting requirements.
- 21. Reviews invoices and supporting documentation for accuracy, verifying that general ledger expense codes are correct, expenses are in agency budget, expenses are in grant budget if billed to a grant, and appropriate approval signatures have been attained.
- 22. Maintains payments and billings on contracts with partner agencies and vendors where Allies in Hope serves as grantee and monitors partner agencies and vendors for fiscal compliance.
- 23. Maintains central files of all government contract activities, as well as privately funded grants, for internal tracking and external audit purposes.
- 24. Helps to ensure agency compliance with fiscal policies and procedures and government contract requirements as they apply to contracts assigned to the agency.
- 25. Participates in various external audits, preparing schedules and reports and providing other necessary information as requested to facilitate the audit process.
- 26. Assists CFO in developing appropriate departmental policies and procedures in accordance with generally accepted accounting principles.
- 27. Documents all aspects of job responsibilities, participating in cross-training as directed by supervisor to assure back-up staffing is available when needed.
- 28. Assists CFO in assigned projects which support various aspects of agency budget development, revisions, and analysis.
- 29. Reviews A/R billings for appropriate coding and to ensure costs are applicable to the funding source.
- 30. Build and maintain strong relationships with current and prospective funders.
- 31. Monitor program performance, conduct audits, and address compliance issues promptly.
- 32. Ensure all housing and prevention programs meet federal/state requirements and grant terms.
- 33. Prepare reports for internal leadership, funders, and regulatory bodies.
- 34. Hire, train, motivate, and coach financial grant team: conducting performance evaluations; resolving conflicts; and maintaining high employee morale.
EDUCATION AND/OR EXPERIENCE:
Level of Education: Associate or Bachelor degree in Accounting, Business Administration, or related field with a minimum of 5 years progressively responsible experience in finance or accounting departments with a non-profit organization is preferred.
