Job summary

US Lawns in Cumberland County, PA is seeking a Grants Administrator to manage a county-wide grant program, develop staff capability to apply for and monitor grants, and ensure compliance with local, state, and federal regulations. The role reports to the Chief Operating Officer and supervises no direct staff.

Starting salary is $38.34/hour ($74,763 annually), negotiable based on experience and education. The position runs 8:00am-4:30pm, Monday-Friday, with 75 hours per 2-week pay period.

Administer a county-wide grant program to include the identification of grant opportunities, the development of department staff to apply for and monitor/report on awarded grants, and a training and monitoring program to ensure compliance with local, state, and federal rules and regulations.

Work Schedule:8:00am-4:30pm Monday-Friday. This position will work and be paid 75 hours in a 2-week pay period

Essential Job Functions:

  • Develop and maintain a county grant program to include a routine process to seek out grant opportunities and share them with departments, a system to support staff through the application and reporting processes, a training initiative to ensure department staff understand the internal and external application guidelines as well as post-award requirements, and robust procedures to ensure a consistent approach to determinations regarding application and post-award processes.
  • Foster strong working relationships county-wide to create a network of subject matter experts who will be able to assist with the writing of grant applications and to serve as a pool of grant managers/monitors once grants are awarded.
  • Maintain a thorough knowledge of county and court functions to ensure grant assistance is appropriate and applicable.
  • Coordinate with the CJAB Coordinator to provide additional assistance to Criminal Justice Policy Team endorsed grant applications by court appointed and court related offices.
  • Ensure efficient administration and operation of grant programs by creating and maintaining a process to monitor and manage grant terms and conditions including changes to terms and conditions.
  • Coordinate with subject matter department staff and finance department staff to identify timelines and parties responsible for implementing and reporting on the plan, to establish eligible expenses and reporting requirements, and determine who will monitor and report the results.
  • Work with commissioner’s office, finance department, and human resources department staff to provide regular training opportunities to staff on the internal grant application and grant acceptance process as well as on federal, state, and local requirements surrounding grant management and monitoring.
  • Establish compliance and reporting tools for departments to use to effectively manage and monitor grants.
  • Create and convene an interdisciplinary task force of administrative department staff to oversee the development of grant-related project implementation plans, staffing needs, compliance with local, state, and federal rules and regulations, operating structure, and budget development and analysis.
  • Work with finance department staff to develop a process to reconcile internal records with state and federal reports, to ensure proper subrecipient monitoring, and to identify and address potential internal control issues.
  • Analyze department data to identify program needs and accomplishments and create statistical reports which focus on return on investment and systems quality improvement.
  • Develop working relationships with state and federal grantor staff to establish best practices and to address questions and concerns.

Minimum Requirements to Perform the Work:

Education:

  • Bachelor’s degree in business administration, public administration, human services, or related field required.
  • Or equivalent training, education, and/or experience

Work Experience:

  • Three (3) years progressively responsible working experience in related field; experience should include project or program management.
  • Or equivalent training, education, and/or experience
