Job summary

Escondido Union School District seeks a Director of Fiscal Services to plan, organize, and direct the district's accounting, payroll, budgeting, and related fiscal functions under the Assistant Superintendent, Business Services.

The role will oversee charter school finances, prepare budgets, monitor IRS and state reporting standards, and advise leadership on financial strategy to support district programs.

Responsibilities

• Plans, organizes, and directs the District’s accounting, payroll, budgeting, and other fiscal functions.
• Develops and implements the District accounting system for efficiency and legal compliance.
• Oversees district-sponsored independent charter schools’ finances, including budget and payroll.
• Prepares preliminary and final budgets and supervises budget documents.
• Monitors payroll for IRS and county procedure compliance.
• Prepares fiscal reports and studies for monitoring expenditures and state reporting.
• Analyzes new legislation for impact on District finances and implements changes.
• Advises administration on fiscal matters and attends meetings.
• Manages long‑term debt records and coordinates with rating agencies.
• Liaises with auditors; analyzes reports and updates accounting systems.
• Coordinates with State/County education departments on guidelines.
• Supervises transactions for specially funded programs.
• Supervises staff performance, hiring, and training.
• Travels to attend meetings and stays current on legislation and school finance.
• Performs other related duties as assigned.
