Job summary

Bakkt seeks a Director of Consumer & Regulatory Compliance to lead the 2LoD framework for neobanking-as-a-service, reporting to the Chief Compliance Officer and shaping regulatory strategy. You will partner with banks and internal teams to supervise US consumer regulations, risk management, and fraud controls while aligning digital asset and brokerage activities with global standards.

You will collaborate across product, engineering, and operations to scale compliance-by-design and support

Qualifications

• 5+ years of compliance or legal experience within fintech or sponsor-bank programs.
• Strong operational knowledge of US consumer banking regulations (UDAAP, Reg E, Reg Z).
• Deep understanding of payment operations, card networks, and fraud typologies with mitigation tools.
• Experience conducting operational and enterprise risk assessments in fintech or digital assets.
• Experience with partner banks governance programs.
• Experience with a Three Lines of Defense risk management framework.
• Knowledge of EU/digital assets regulations (MiCA, GDPR) is a plus.
• Excellent collaboration and communication with product, engineering, marketing, and ops teams.

Responsibilities

• Lead the rollout of neobanking-as-a-service compliance strategy.
• Oversee US consumer regulations and marketing approvals.
• Govern sponsor banks and manage governance frameworks.
• Monitor 2LoD operations and advise on process improvements.
• Test 1LoD processes (KYC onboarding, fraud alerts) and QC activities.
• Manage payments risk across ACH, wires, and cards; ensure NACHA rules.
• Define risk indicators and conduct enterprise risk assessments.
• Collaborate with Digital Assets and European compliance teams.
