Haugland Group invites a Director of Construction to lead commercial strategy and delivery across large-scale infrastructure and energy projects, based in St. Croix, USVI. The role oversees procurement, contracts, risk, and change management on behalf of the owner and project partners.

You will drive preconstruction-to-execution alignment, manage diverse teams, and partner with senior leadership to maximize profitability, schedule adherence, and safety across multiple projects.

Qualifications

  • Willingness to relocate to St. Croix, USVI.
  • 12+ years of progressive leadership experience in infrastructure construction, utility, energy, transportation, or heavy civil markets.
  • Proven success leading large-scale PDB, Design-Build, CM/GC, or CMAR delivery models.
  • Strong understanding of preconstruction, design integration, and project controls.

Responsibilities

Haugland Group, a privately owned Long Island, New York-based civil infrastructure and energy construction company, has an immediate opportunity for a Director of Construction to join our team. This position will be based out of our territory in the USVI, St. Croix

The Director of Construction has full commercial oversight of the project including procurement, contracts, financial exposure, change management, claims/disputes, and risk management. Provides strategic commercial guidance to senior company leadership. The ideal candidate will have substantive Progressive Design-Build (PDB) experience on large-scale horizontal infrastructure projects, including federally funded programs, serving as a prime contractor, subcontractor, and/or joint venture partner.

Key Responsibilities
  • Lead commercial strategy and ensure compliance with all contract obligations and procedures.
  • Oversee change management, claims preparation, payment mechanisms, performance provisions, and commercial reporting.
  • Manage large subcontract portfolios, commercial negotiations, and risk mitigation plans.
  • Develop strategy for variations, disputes, and contractual correspondence; ensure timely notices and records.
  • Interface with legal teams, executive leadership, the client, and project partners; prepare high-level summaries and forecasts.
Strategic Leadership
  • Provide executive oversight of electrical and civil infrastructure projects from pursuit through closeout.
  • Establish project delivery strategies, operational priorities, and resource plans aligned with company objectives.
  • Partner with the COO to support business planning, organizational growth, budgeting, and forecasting.
  • Drive operational excellence, process standardization, and continuous improvement initiatives across construction operations.
  • Monitor portfolio performance and implement strategies to improve productivity, profitability, and project outcomes.
Progressive Design-Build Leadership
  • Lead Progressive Design-Build project delivery by integrating owners, designers, estimators, procurement teams, and construction personnel throughout project development and execution.
  • Provide executive oversight of Phase 1 preconstruction services, including design development, constructability reviews, risk assessments, cost modeling, scheduling, and value optimization.
  • Facilitate collaborative decision-making with project owners and stakeholders to establish scope, delivery strategies, budget objectives, risk allocation, and execution plans.
  • Oversee the development, validation, and negotiation of open-book estimates, commercial strategies, Guaranteed Maximum Price (GMP) proposals, and project pricing packages.
  • Ensure a seamless transition from preconstruction into construction execution while maintaining alignment with schedule, quality, safety, financial, and performance objectives.
  • Champion innovation, early risk identification, and integrated planning to improve project certainty, stakeholder alignment, and overall project outcomes.
  • Provide strategic oversight of relationships with design partners, specialty consultants, subcontractors, utility owners, regulatory agencies, and joint venture partners throughout the project lifecycle.
Client & Business Development
  • Develop and maintain strong relationships with clients, utility providers, government agencies, consultants, and strategic partners.
  • Support business development efforts, project pursuits, proposals, and contract negotiations.
  • Identify opportunities for repeat business, market expansion, and long-term client partnerships.
  • Represent the company in executive-level meetings, presentations, and industry engagements.
  • Serve as a trusted advisor to clients throughout the project lifecycle.
Leadership & Culture
  • Champion a culture of safety, quality, accountability, and operational excellence.
  • Lead, mentor, and develop Project Managers, Superintendents, Engineers, and construction support staff.
  • Support recruitment, workforce planning, succession planning, and employee development initiatives.
  • Establish performance expectations and accountability measures across project teams.
  • Foster collaboration, employee engagement, and a high-performance work environment.
Required Qualifications
  • Willingness to relocate to St. Croix, USVI.
  • Bachelor’s degree in construction management, Civil Engineering, Electrical Engineering, or a related field preferred.
  • PE, DBIA, CCM, PMP, or similar industry certification.
  • 12+ years of progressive leadership experience in infrastructure construction, utility, energy, transportation, or heavy civil markets.
  • Demonstrated success leading large-scale Progressive Design-Build (PDB), Design-Build, CM/GC, CMAR, or other alternative delivery projects and multidisciplinary teams.
  • Strong understanding of preconstruction management, design integration, project delivery, contract administration, project controls, financial management, and risk mitigation.
  • Experience developing and validating project estimates, GMPs, commercial strategies, and execution plans during collaborative preconstruction phases.
  • Proven ability to manage client relationships and collaborate with executive stakeholders, owners, designers, and joint venture partners.
  • Proficiency with construction management, project management, estimating, and scheduling software.
  • Valid driver’s license and ability to travel to project sites as required.
