Job summary

Washington Builds is a new government-funded nonprofit focused on expanding access to capital for clean energy and community investments. The Programs Director leads end-to-end program activities, builds lender and public partnerships, and shapes financing solutions aligned with mission and policy objectives.

The role balances strategy and execution, directs program performance, and provides clear reporting to leadership and the Board Program Investment Committee.

Qualifications

• Seven+ years of experience in energy or efficiency program design, or closely related field.
• Experience originating, developing, or managing institutional partnerships.
• Experience designing or administering lending, credit enhancement, or incentive programs.
• Understanding of clean energy finance and customer origination processes.
• Strong written and verbal communication for executive audiences.
• Supervisory experience and ability to coach/hold team to performance.

Responsibilities

• Monitor market and policy developments to identify financing opportunities.
• Develop and maintain partnerships across the financing and program ecosystem.
• Lead partner negotiations including terms, fees, and credit parameters.
• Design program structures in collaboration with leadership and ensure alignment with policy and mission.
• Establish eligibility criteria and program requirements for impact and accessibility.
• Lead launch and ongoing stewardship of financing and credit enhancement programs.
• Analyze data and feedback to improve program terms and operations.
• Report program performance to Board committees and leadership.
• Manage business development and outreach to increase program deployment.
• Supervise program staff and support daily program activities.
• Support team development through clear expectations and accountability.
