Primary Purpose

Provide leadership, direction, and oversight for the District’s Career and Technical Education (CTE) programs to ensure outstanding instruction, high-quality laboratory experiences, successful Career and Technical Student Organizations (CTSOs), industry-based certifications, strong College, Career, and Military Readiness (CCMR) outcomes, and meaningful workforce preparation.

Manage local, state, federal, and grant-funded CTE resources and actively pursue Texas Workforce Commission (TWC), state, federal, foundation, and other competitive grants to expand and enhance CTE programs, facilities, equipment, certifications, and student opportunities.

Qualifications
Education/Certification
  • Master’s degree required.
  • Texas Principal Certificate, or ability to obtain within three years of hire, required.
  • Valid Texas teaching certificate preferred.
Special Knowledge/Skills
  • Knowledge of CTE programs, curriculum, instruction, CCMR accountability, and state and federal requirements.
  • Knowledge of CTSOs, industry-based certifications, dual credit, work-based learning, and CTE laboratory programs.
  • Knowledge of Perkins funding, TWC grants, and other competitive grant opportunities.
  • Ability to manage personnel, budgets, grants, facilities, equipment, and district-wide programs.
  • Ability to interpret data and use student performance results to improve programs.
  • Strong leadership, organizational, communication, public relations, and interpersonal skills.
Experience
  • Three years of successful teaching, CTE, workforce, or related professional experience.
  • Three years of successful administrative or leadership experience is preferred.
Major Responsibilities and Duties
CTE Program Leadership and Instruction
  • Provide overall leadership, supervision, evaluation, and continuous improvement of District CTE programs.
  • Ensure CTE programs provide rigorous classroom and laboratory instruction aligned with state standards, industry expectations, postsecondary requirements, and workforce needs.
  • Support teachers in curriculum development, instructional improvement, technology integration, industry certification preparation, and professional growth.
  • Evaluate existing programs and recommend expansion, modification, or development of new programs based on student interest, workforce demand, program outcomes, and available resources.
  • Ensure CTE facilities, laboratories, shops, technology, and equipment are safe, current, well maintained, and reflective of industry standards.
  • Coordinate appropriate student access to CTE programs, including CTE-related ARD requirements and collaboration with counselors, campus administrators, and special program staff.
CCMR and Student Outcomes
  • Provide leadership for CTE-related College, Career, and Military Readiness initiatives and ensure CTE programs contribute meaningfully to District CCMR goals.
  • Monitor and analyze CCMR data related to industry-based certifications, CTE program completers, dual credit, work-based learning, postsecondary preparation, and other applicable accountability indicators.
  • Establish measurable goals for increasing the number and percentage of students earning industry-based certifications, completing coherent CTE programs of study, participating in advanced coursework, and successfully transitioning to postsecondary education, employment, military service, or additional workforce training.
  • Work collaboratively with campus administrators, counselors, teachers, and District leadership to identify students who have not yet demonstrated CCMR and develop CTE-related opportunities that support readiness.
  • Ensure industry-based certifications offered by the District are aligned with state accountability requirements, student programs of study, and regional workforce demand.
  • Monitor certification participation, pass rates, program completion, and other student outcomes and use the results to guide instructional and program improvement.
CTSOs and Student Leadership
  • Provide leadership and oversight for Career and Technical Student Organizations and ensure CTSOs are an integral component of CTE instruction.
  • Support the continued development of award-winning CTSO programs and promote student participation in leadership activities and local, regional, state, and national competitions.
  • Recognize and promote student, teacher, chapter, certification, and competitive accomplishments throughout the District and community.
Funding, Grants, and Resources
  • Develop, administer, monitor, and manage federal, state, local, and grant-funded CTE budgets.
  • Ensure CTE funds are used appropriately, efficiently, and in compliance with applicable federal, state, TEA, and grant requirements.
  • Actively identify, develop, write, submit, implement, and manage TWC, state, federal, foundation, and other competitive grant opportunities.
  • Prepare and submit required applications and documentation necessary to secure state and federal CTE funding.
  • Develop long-range plans for equipment replacement, laboratory modernization, facility improvement, program expansion, and instructional resources.
  • Maintain accurate inventories, grant records, expenditure documentation, and other records required for audits and monitoring.
Business, Industry, and Postsecondary Partnerships
  • Develop and maintain strong partnerships with business and industry, postsecondary institutions, workforce organizations, economic development groups, and community partners.
  • Establish and maintain active CTE advisory committees and use industry input to strengthen curriculum, facilities, equipment, certifications, and student opportunities.
  • Expand student access to internships, practicums, apprenticeships, job shadowing, mentoring, dual credit, and other career-connected learning experiences.
  • Coordinate and support District business and industry partnership initiatives and promote CTE programs throughout the community.
Personnel, Compliance, and Administration
  • Recruit, support, supervise, develop, and evaluate assigned CTE personnel.
  • Maintain current knowledge of CTE teacher certification requirements and communicate applicable requirements to staff.
  • Ensure CTE programs comply with federal and state law, State Board of Education rules, TEA requirements, and local Board policy.
  • Compile, maintain, and submit required reports, applications, records, certifications, inventories, and other CTE documentation.
  • Recommend policies, procedures, and program improvements that strengthen CTE instruction and student outcomes.
  • Perform other duties as assigned.
Supervisory Responsibilities

Supervise and evaluate assigned CTE instructional, administrative, paraprofessional, and support personnel. Provide program leadership and support to CTE teachers and CTSO advisors.

Working Conditions

Maintain emotional control under stress. Frequent district-wide travel and occasional regional and statewide travel. Frequent visits to CTE classrooms, laboratories, shops, and specialized instructional environments. Occasional prolonged and irregular hours associated with CTSO activities, competitions, conferences, industry events, and other CTE programs.
