The Chicago Housing Authority (CHA) seeks a Director of Asset Preservation to lead the new APP, guiding preservation decisions across CHA's portfolio and developing a repeatable framework to convert Section 9 subsidies to Section 8 PBCA. The role oversees policy, workflows, and cross‑department coordination with asset managers and consultants.

Qualifications

• Bachelor's degree in Finance, Real Estate, Finance, Asset Management, Economics, Public Administration, Urban Planning, or related fields; advanced degree preferred.
• 5+ years experience in asset management, affordable housing operations, real estate finance, or housing preservation.
• Experience developing or overseeing complex operational programs, governance processes, SOPs, or workflows.
• Strong understanding of affordable housing regulations and federal housing programs, including Section 8 and Section 9 pathways and related compliance.
• Experience with portfolio risk assessment, property operations, budgeting, and long-term capital planning.
• Strong people management skills and ability to lead in matrixed teams; clear written, verbal, and presentation skills.

Responsibilities

• Lead and implement CHA's Asset Preservation Program (APP).
• Oversee and refine CVS reporting to evaluate financial, physical, and operational health across CHA assets.
• Present preservation recommendations to senior leadership.
• Create APP policy framework, governance protocols, SOPs, and program documentation.
• Establish a repeatable preservation framework with workflows and milestones.
• Design internal workflows for Section 9 to Section 8 conversions and waitlist/budget processes.
• Develop resident engagement protocols and guidance for asset managers and project leads.
• Provide leadership to an internal team of asset managers across mixed‑income assets.
• Leverage APP projects to improve internal systems and cross‑department collaboration.
• Perform other duties as assigned.
