Job summary

North Carolina A&T State University seeks a Director of HR Policy, Strategy and Planning to lead governance, policy development, and strategic initiatives within Human Resources. The role reports to CHRO and guides policy alignment with the university’s mission and workforce goals.

The Director will drive policy guidance, strategic planning, and executive-level coordination, partnering with university stakeholders to enable organizational excellence and data-informed decision making.

Qualifications

• Bachelor’s degree in HR, Public Administration, Business Administration, Organizational Leadership, Public Policy, or related field.
• Five (5) years of HR, policy development, strategic planning, operations, or program management experience, including with senior/executive leadership.
• Two (2) years of supervisory experience and/or cross-functional project leadership.
• Experience developing, reviewing, implementing, or governing governance documentation (policies, standards, guidelines).
• Experience in strategic planning, initiative coordination, process improvement, or operational effectiveness.
• Strong project management skills with multiple priorities, timelines, and deliverables.
• Executive writing, analytical and communication skills for policies, briefings, reports, and leadership materials.
• Experience with web content, digital information management, or communications coordination.

Responsibilities

• Lead development, implementation, and continuous improvement of HR policies and guidance.
• Manage department-wide strategic planning and annual priority-setting processes.
• Oversee execution of key projects and initiatives supporting organizational effectiveness.
• Provide research, analysis, planning, and decision-support to HR leadership.
• Serve as a strategic liaison across HR and university stakeholders, ensuring clear communication of priorities.
