Job summary

Cook Systems seeks a Director of Systems and Programming Services to lead the WIC IT team, guiding data systems and EBT initiatives. You will direct the SDLC for multiple applications, coordinate senior technical staff, and drive strategic technology roadmaps with governance and performance reporting.

Ideal candidates bring eight+ years in Oracle/SQL, cloud services, and enterprise IT leadership, with strong cross-team collaboration and regulatory compliance experience across the public sector

Qualifications

• Eight+ years with Oracle 12c SQL/PLSQL and related tech.
• Six+ years with cellular protocols and app development.
• Two+ years with IBM Cloud and Watson development.
• Eight+ years leading enterprise information systems and support tech.
• Five+ years managing technical staff across disciplines.
• Five+ years directing full SDLC and governance compliance.
• Five+ years managing vendor relationships and budgets.
• Five+ years supporting high-availability, transaction-based systems.
• Proven ability to communicate complex tech to stakeholders.
• Knowledge of public sector IT governance and policy.

Responsibilities

• Provide leadership, direction, and technical support for the WIT team and systems.
• Coordinate work across Product Manager, Development Supervisor, Project Manager, and Network Systems Admin.
• Direct the full SDLC for various WIC applications and technologies.
• Serve as senior technical/operational contact from inception through support.
• Develop and maintain technology strategies, roadmaps, governance, and performance reports.
• Monitor availability, performance, security, and integration of applications.
• Oversee requirements analysis, solution architecture, development, testing, and readiness.
• Coordinate cybersecurity, data privacy, and compliance with partners.
• Evaluate technologies to improve service delivery, reliability, and efficiency.
• Lead procurement, contract negotiation, and vendor performance monitoring.
