This role emphasizes stakeholder management, agile delivery, user‑centered design, and ensuring security and compliance across the HCM ecosystem.

Qualifications

• Five+ years in software product management or digital service delivery with progressive leadership.
• Bachelor’s degree required; Master’s may substitute for up to three years of experience.
• Excellent analytical and problem‑solving skills.
• Strategic thinking with multi‑year vision and cross‑team buy‑in.
• Leadership of cross‑functional teams across business and tech partners.
• Experience delivering enterprise software in large organizations.

Responsibilities

• Direct and oversee strategic and operational activities of the City’s HCM platform team.
• Establish workforce planning, succession, and resource strategies.
• Provide executive oversight of contracts, vendors, and budgets.
• Set goals, provide feedback, and create development opportunities.
• Foster an inclusive culture encouraging innovation and growth.
• Build product management practices with cabinet partners.
