Job summary

Horizon Blue Cross Blue Shield of New Jersey seeks a senior technology leader to drive the software portfolio and delivery lifecycle across in-house and vendor software assets. You will manage a large team, partner with business customers to shape roadmaps, and ensure quality, security, and timely delivery in support of Horizon’s strategic goals.

The role emphasizes transforming leadership, cross-functional oversight, and adherence to regulatory requirements while guiding Agile/Scrum adoption

Qualifications

• Ten to fifteen years professional experience in information systems delivery.
• Requires a minimum of six years of managerial experience, specifically supervising a technology staff.

Responsibilities

• Lead workforce strategy with balanced internal and external technology talent to meet customer demands.
• Manage large teams (up to ~350 FTE) and ensure engagement, hiring, training, performance, and compliance.
• Establish partnerships with business customers to create and maintain digital and technology roadmaps.
• Oversee software lifecycle and align with SDLC and Agile/Scrum methodologies.
• Partner with EBTS directors to align on divisional goals and ensure delivery commitments.
