Job summary

Horizon Blue Cross Blue Shield of New Jersey seeks a technology and digital strategy leader to drive public websites and enterprise applications. You will manage both in-house and vendor software lifecycles, govern content and design systems, and lead teams across multiple application domains.

The role emphasizes measurable delivery, data-driven optimization, and strong partnerships with business customers to align roadmaps with Horizon’s strategic goals.

Qualifications

• High School Diploma/GED required.
• Bachelor's degree preferred or relevant experience in lieu of degree.
• 5 years of experience leading or building/implementing software, information technology projects and/or programs.
• Experience in health payer business and technology preferred.

Responsibilities

• Lead multiple application teams up to ~50 FTE, including Horizon employees and contractors.
• Foster partnerships with business customers to align roadmaps with technology products.
• Oversee SDLC for in-house and vendor software across portfolios.
• Establish governance for public websites and publishing workflows.
• Ensure production support, incident management, and performance metrics.
