Job summary

Jobtailor is seeking an executive leader to drive enterprise emergency management and continuity across healthcare sites and business units. You will guide preparedness, response, and recovery, overseeing HVA processes and translating findings into prioritized actions.

The role requires deep regulatory knowledge and expertise in EOP development, incident command readiness, and comprehensive training programs to ensure regulatory readiness and patient safety.

Qualifications

• Master's Degree is required.
• Expert knowledge of healthcare regulatory and accreditation requirements (CMS Emergency Preparedness Rule, The Joint Commission, OSHA, EPA, NFPA, and state/local requirements).
• Advanced knowledge of EM best practices, including HVA, EOP, HICS, exercise design/evaluation, AAR, and integration with continuity of operations.

Responsibilities

• Provide strategic leadership for enterprise emergency management and continuity across hospitals, ambulatory sites, and business units.
• Establish and sustain an all-hazards program protecting patients, visitors, associates, and operations.
• Lead and develop emergency management professionals supporting preparedness, response, and recovery.
• Lead HVA process and translate findings into risk-based mitigation and preparedness priorities.
• Develop, maintain, and operationalize the Emergency Operations Plan and annexes.
• Lead Incident Command readiness, including incident management structures, role training, action sheets, and activation criteria.
• Oversee enterprise training and exercise program including drills, table-top, functional/full-scale exercises, evaluations, and after-action plans.

• Provide strategic leadership for the enterprise emergency management and continuity program across hospitals, ambulatory sites, and business units
• Establish and sustain an all-hazards program protecting patients, visitors, associates, and operations
• Lead and develop emergency management professionals supporting preparedness, response, and recovery
• Lead the Hazard Vulnerability Analysis process and translate findings into risk-based mitigation strategies and preparedness priorities
• Develop, maintain, and operationalize the Emergency Operations Plan and supporting annexes
• Lead Incident Command readiness, including incident management structures, role training, job action sheets, and activation criteria
• Establish and oversee the enterprise emergency management training and exercise program, including drills, tabletops, functional/full-scale exercises, evaluations, after-action reviews, and corrective action plans
• Direct continuity of operations and business continuity planning with operational, IT, supply chain, facilities, and clinical leaders
• Coordinate external preparedness and response with healthcare coalitions, public health, emergency management agencies, EMS, law enforcement, fire, and vendors
• Lead regulatory readiness activities, documentation, evidence management, tracer preparation, and survey support
• Partner on crisis communications, situational reporting, and leadership briefings
• Oversee emergency and crisis communication systems and redundancies
• Establish and report readiness, exercise, corrective-action, and training metrics to senior leadership and committees
• Manage program budget, resources, business cases, and vendor relationships
• Provide leadership, coaching, and subject-matter expertise to site emergency coordinators and cross-functional stakeholders

Requirements

• Master's Degree (Required)
• Expert knowledge of healthcare regulatory and accreditation requirements related to emergency management and environment of care, including CMS Emergency Preparedness Rule, The Joint Commission, OSHA, EPA, NFPA, and applicable state/local requirements
• Advanced knowledge of healthcare emergency management best practices, including HVA, EOP development, HICS/incident management, exercise design and evaluation, after-action improvement planning, and integration with continuity of operations and disaster recovery
