The Clinical Performance Quality (CPQ) Director of Clinical Pharmacy (Market Support) supports Optum’s Care Delivery Organizations by assisting CDO markets and patient engagement teams. Responsibilities include targeted clinical and non-clinical interventions to address specific STARs/HEDIS measures, such as medication adherence, care for older adults, statins in persons with diabetes or cardiovascular disease, and medication therapy management. This role also serves as the measure owner for various medication-related STARs/HEDIS measures, including care for older adults, medication adherence, and medication therapy management.
This position collaborates with various functional teams across the organization: Clinical Service Delivery, Provider offices, Clinical Audit Team, Marketing, Project Management, Finance, Human Capital, and Contract Performance Management. It offers the flexibility to work remotely from anywhere within the U.S., tackling some challenging projects.
Primary Responsibilities
- Own end-to-end management of all quality clinical programs and services.
- Identify and resolve organizational challenges across a matrix.
- Improve quality metrics performance while reducing costs.
- Develop strategies based on market trends and performance data.
- Create and maintain program summaries and portfolio documents, including market-facing tools and strategy documents.
- Respond to questions related to clinical program summaries, processes, or recommendations.
- Evaluate clinical programs and summarize results for client review and publication.
- Handle pharmacy-related inquiries and other client, market, and provider inquiries into the central clinical team.
- Develop programs to improve clinical outcomes in response to client requests.
- Recommend process changes based on research and internal/external requests.
- Educate providers, clinic groups, and CDOs.
- Respond effectively to inquiries or complaints from clients or business community members.
- Present clinical information verbally to clinical and business leaders.
- Oversee the measure owner role, interfacing with market, clients, and reporting teams as the Pharmacy measure owner and SME.
- Serve as a clinical resource and consultant in pharmacy and medication therapy management.
- Develop and implement clinical strategies and quality initiatives.
- Partner with clinical leadership as a SME for reporting across platforms and systems.
- Communicate effectively with internal and external stakeholders about pharmacy programs and initiatives.
- Utilize systems to retrieve clinical data for analyses.
- Lead and partner organization-wide to deliver high performance for clients.
- Perform other duties as assigned.

Required Qualifications
- Doctor of Pharmacy degree
- Active, unrestricted pharmacy license
- 5+ years of Clinical Pharmacy Practice experience
- 3+ years of experience with Medicare STARs & HEDIS Measures, including Medication Adherence and MTM
- 1+ years developing programs for clinical call centers with inbound and outbound capabilities
- Proficiency in Microsoft Office applications, especially Excel
- Ability to manage multiple complex projects
- Excellent communication and relationship-building skills
- Strong planning and organizational skills
- Interpersonal skills
- Ability to work independently and in teams
- Ability to travel up to 25%
Preferred Qualifications
- MBA/MPH Degree
- 2+ years experience in client and stakeholder communications with performance reporting
- Campaign Management experience
- Effective interpersonal skills for interfacing with all organizational levels and external clients

Additional details include salary range ($106,800 - $194,200), benefits, and commitment to diversity, equity, and inclusion.
