Job summary

The NYC Administration for Children’s Services (ACS) is seeking a Division Director of Eligibility Child Care Risk and Integrity to lead a team ensuring compliant child care assistance eligibility processes and prevent fraud. The role reports to the Executive Director for Child Care Risk and Integrity and collaborates with state and city partners.

Job description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $109,565 - $126,000.00

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Child and Family Well-Being (CFWB) works to ensure families and children have the critical supports they need to thrive and exercise self-determination. CFWB leverages concrete resources, stakeholder relationships, and community and family strengths to drive toward greater equity and social justice, reduce disparities and disproportionality - including in the child welfare system -, and create conditions that foster well-being for families and children across New York City. Our work includes the provision of child care assistance; support for caregivers and child-serving professionals to prevent child injury; and investment in community-based approaches.

The CFWB Policy and Compliance unit performs all tasks related to CFWB policies and procedures for child care assistance, ensures compliance with federal, state and local laws and regulations that govern funding for CFWB programming and quality assures CFWB activities to proactively safeguard compliance and standards.

Child care is explicitly identified as the provision of a public service within the federal regulations of the Community Development Block Grant program and ACS has historically claimed CDBG funding for child care.

Reporting to the Executive Director for Child Care Risk and Integrity, the Director of Eligibility Child Care Risk and Integrity will lead a team of 2 direct reports.

Specific responsibilities of the Director will include but not be limited to:

• Lead a team responsible for implementing stronger program integrity and fraud deterrence strategies related to child care assistance eligibility (related to family applications)
• Review of child care assistance applications
• Research and analysis to look for irregularities in eligibility data and documentation
• Partner with relevant stakeholders, including the New York State Office of Children and Family Services, the New York State Department of Health, the New York City Department of Health and Mental Hygiene, the New York City Department of Social Services and New York City Public Schools, when fraudulent activity is suspected.

Additonal Info

Section 424-A of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-caring responsibilities has been the subject of a child abuse and maltreatment report.

Minimum Qualifications

• For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
• A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
• A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
• Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

• Strong writing, analytical and critical thinking skills - Prior experience with program integrity systems and fraud deterrence measures - Knowledge of child care or benefits eligibility is a plus

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
