Why We Need You

We are seeking a Digital Product Manager to join our community. The Digital Product Manager is responsible for leading the strategy, development, and continuous improvement of AI-enabled digital products supporting our Property & Casualty (P&C) insurance business. This role provides persistent product ownership aligned to an end-to-end value stream (e.g., quoting & servicing, underwriting, claims, billing, customer self-service, and internal operations) and partners with business and technology leaders to co-create solutions that deliver measurable outcomes. The Digital Product Manager owns the product vision, roadmap, and performance over time, balancing customer experience, operational efficiency, regulatory requirements, and profitability, and plays a key role in quarterly increment planning, prioritization, and cross-team dependency alignment.

What You’ll Be Doing

Define and communicate a clear product vision aligned to domain or function goals.

Translate business objectives (retention, profitable policy growth, expense ratio reduction, loss cost management, service efficiency) into IT product outcomes and OKRs.

Develop and maintain a product roadmap that balances near-term value with long-term platform and capability investments.

Lead product preparation and participation in quarterly incremental planning (90-day planning), including outcomes/OKRs, sequencing, dependencies, and delivery confidence.

Contribute to enterprise prioritization and trade-off decisions in partnership with leadership, Enterprise PMO, architects, and business stakeholders.

Leverage AI/Co-pilot tools to support scenario analysis, prioritization, and trade-off decisions.

Deeply understand the needs of policyholders, agents, underwriters, claim adjusters, and service teams.

Own the discovery and validation approach for assigned product areas (problem framing, hypotheses, validation plan), ensuring evidence-based decisions before delivery commitments.

Use qualitative research, operational insights, and data analysis to validate problems and solutions.

Use AI copilots to synthesize insights from customer feedback, call transcripts, claims notes, underwriting submissions, and operational data.

Own and prioritize the product backlog (including data, model, and product features where applicable) based on value, risk, regulatory impact, learning, and delivery capacity; ensure items are outcome-driven and aligned to P&C workflows.

Use MS Copilot to draft and refine epics, features, and user stories; improve clarity and consistency of acceptance criteria; reduce documentation overhead while improving quality.

Partner with engineering, data science, UX, legal, and business stakeholders to deliver digital & technology products.

Collaborate with teams using Copilot-enabled SDLC practices (AI-assisted coding, testing, documentation, and knowledge sharing).

Partner with Enterprise / Domain Architecture to drive architectural coherence and platform leverage, including contributing to vendor and technology trade-offs in support of enterprise standards.

Make informed trade-offs between model accuracy, explainability, speed to market, and regulatory constraints.

Partner with the delivery teams to continuously improve time-to-market and delivery effectiveness.

Partner with risk, compliance, and governance teams to support transparency, explainability, and auditability.

Define and communicate the value case for roadmap items, including expected business impact and ROI for new products or feature enhancements, and track performance against intended outcomes.

Define and track product performance using P&C-relevant metrics such as: Lead to Quote and Quote-to-bind conversion, claim cycle time and severity leakage, Customer satisfaction / NPS, Digital self-service adoption, cost to serve and operational efficiency.

Use data and AI copilots to identify patterns, anomalies, and improvement opportunities.

Hold teams accountable for outcomes, not just feature delivery.

Use data and feedback to continuously improve outcomes post-launch.

Serve as the primary point of accountability for AI-enabled products with business, technology, data, legal, and risk leaders.

Communicate progress, trade-offs, and outcomes clearly to executive stakeholders.

Ensure Copilot and AI usage complies with security, privacy, IP, and regulatory requirements common in P&C insurance.

Apply appropriate human-in-the-loop controls for customer- or risk-impacting decisions.

Clearly communicate progress, risks, trade-offs, and results to leadership.

Clarify and maintain role boundaries to avoid unintended overlap with program/project management, while ensuring effective partnership and shared delivery alignment across roles.

What You\u2019ll Bring

B.A. or B.S. degree or equivalent work experience

10+ years of experience in digital product management or product ownership

Demonstrated experience delivering digital products in agile or product-centric environments

Strong problem-framing, prioritization, and decision-making skills grounded in customer and business outcomes

Experience working closely with engineering and design teams

Ability to use data, metrics, and experimentation to guide decisions

Excellent communication and stakeholder management skills

Experience operating in a product-centric delivery model, including quarterly planning cadences and outcome-based prioritization

Product management certification or formal training

Familiarity with P&C domains such as underwriting, claims, policy administration, billing, or customer service

Experience with core insurance systems, digital portals, or workflow automation

Experience using AI copilots in product management, analytics, or delivery workflows

Exposure to AI-enabled insurance use cases (e.g., decision support, document ingestion, knowledge assistants)

Experience in using AI copilots to accelerate discovery, backlog management, delivery, and learning while maintaining strong human judgment, accountability, and governance appropriate for a regulated insurance environment is a strong plus

Experience setting up or scaling Copilot-enabled SDLC processes in partnership with engineering and platform teams

Familiarity with defining AI usage guardrails, workflows, and success metrics across the product and delivery lifecycle

Experience balancing delivery acceleration with security, compliance, and audit requirements in regulated environments

Experience with coaching product managers in product thinking is a plus

Experience in guiding shifting IT to modern, product-centric organization

Compensation

The pay range for this role is shown below. Compensation decisions are determined based on an individual’s qualifications, job-related knowledge, skills, and experience.

Greater Seattle area target pay range:$154,845-$189,255. The full pay range is $129,038-$215,063.

Outside Greater Seattle area target pay range: $136,654-$167,022. The full pay range is $113,879-$189,797

Greater Seattle Area is defined as working within approximately 100 miles of Seattle. Outside Greater Seattle is defined as working approximately 100 miles or more from Seattle.

Regular part-time PEMCO employees working at least 24 hours per week and regular full-time PEMCO employees are eligible to elect coverage under medical, dental, and vision plans for themselves and their eligible family members with generous employer premium cost shares. In addition, as a benefits-eligible employee, you are:

covered by employer-paid basic life and accidental death & dismemberment insurance policies as well as long- and short-term disability benefit coverages.

eligible to participate in PEMCO’s 401(k) plan, which includes a generous employer match (2 for 1 on the first 6% employee pre-tax and/or Roth deferral, up to federal maximums).

PEMCO provides the following paid leave programs for benefits-eligible employees in their first year of PEMCO employment:

Vacation accrues at a rate of 10 days for new hires and increases based on a schedule to a maximum annual accrual of 25 days based on tenure.

Granted four (4) floating holidays immediately upon hire.

Paid holidays for the eight (8) holidays observed by PEMCO throughout the calendar year.

Granted up to ten (10) days of sick leave immediately upon hire (pro-rated based on hire date and full-time/part-time status), which is approximately 28 hours more per year than the Washington state-required accrual.

Paid time off for bereavement, jury duty, and employee volunteering in the community.
