Digital Communications Specialist

The City of Wheaton is seeking a Digital Communications Specialist to join our Communications team at City Hall. This position is primarily responsible for supporting the City’s communications through managing the City’s website, overseeing the City’s social media platforms, reporting on data analytics and supporting other digital communications. This position is the primary website manager, responsible for website accuracy, accessibility, technical troubleshooting, analytics reporting and training of internal website content creators. In addition, this role supports City communication efforts through creating and managing social media content and engaging with the community through various digital communications.

Essential Job Functions
  • Website Management: Manage the daily operation of the City’s website through content management system (CMS) updates; ensure website content is accurate, timely, accessible, user-friendly, and professional; conduct ongoing reviews for accuracy, broken links, omissions, accessibility compliance, and overall user experience; troubleshoot technical issues and coordinate with the IT Department and third-party vendors as needed.
  • Website Development and Integration: Support website development and maintenance, including integrating third-party applications and platforms; update and/or create custom code as necessary; oversee the creation and maintenance of online tools, including forms, surveys, and other digital resources.
  • Digital Project Management: Serve as project manager for digital media tools and initiatives, including website redesigns, new applications and other digital communication projects; coordinate with internal departments, the IT Department.
  • Social Media Management: Oversee social media content planning, creation, scheduling, and monitoring in accordance with the City’s social media policy; respond to questions, comments, and messages in a timely and professional manner; collaborate with City departments and attend occasional City events to develop social media and other digital content.
  • Digital Accessibility: Ensure digital communications, including the City website, social media platforms, online forms, and other digital resources, are accessible to all users and comply with applicable Web Content Accessibility Guidelines (WCAG) standards.
  • Analytics and Reporting: Gather, analyze, and report on data from the City’s website, social media platforms, and other digital communication tools; identify trends, evaluate communication effectiveness, and provide recommendations to help guide future communication strategies.
  • Emergency Communications: Assist in overseeing the City’s emergency communication tools, including maintaining subscriber lists and staff contact information and supporting the effective distribution of emergency and time‑sensitive communications.
  • Training and Support: Train and support City staff who access and use the website CMS and other digital communication tools; provide technical guidance and assistance to internal users and explain technical information clearly to non‑technical staff.
  • Communications Coordination: Collaborate closely with the Public Relations Coordinator, Municipal Producer, and City departments to create cohesive communications across the City’s print, digital, social media, and video platforms.
  • Technology and Digital Tools: Research and recommend new web-based and digital communication tools, platforms, software, and technologies; stay current on trends and best practices in digital government communications, social media, website management, accessibility, and related fields.
  • Customer Service and Community Engagement: Interact with internal and external audiences, including City staff, elected and appointed officials, commissions, residents, community members, vendors, and other partners; provide exceptional customer service and promote a positive image of the City.
  • Special Projects: Lead and participate in special projects, process improvements, digital initiatives, and other communication projects as assigned.
Qualifications
  • Bachelor’s degree in communications, marketing, digital media, information technology, web development, public administration, or a related field.
  • 3+ years of progressively responsible experience in website management, digital communications, social media management, digital marketing, web development, or a related field. Municipal or public‑sector experience preferred.
  • Experience managing a content management system (CMS), website, and social media platforms.
  • Knowledge of website accessibility standards, including WCAG guidelines.
  • Experience with digital analytics and reporting tools.
  • Experience with web‑based applications, third‑party integrations, APIs, and basic web technologies.
  • Experience with software and tools such as Adobe Acrobat Pro, Adobe Creative Suite, Canva, Microsoft Office, or similar applications.
  • Strong project management, organizational, analytical, problem‑solving, and technical troubleshooting skills.
  • Excellent written and verbal communication skills, with the ability to communicate technical information effectively to non‑technical users.
  • Ability to manage multiple projects and competing priorities while meeting established deadlines.

Salary

$69,478- $90,318 (dependent on qualifications)
