Job summary

REI Systems is seeking a Program Manager - DHS Portfolio to lead complex federal IT programs across DHS. The role will oversee delivery, staffing, budgets, and risk while guiding multiple teams through transition and ongoing operations.

You will serve as a senior liaison for DHS stakeholders, translate priorities into delivery plans, and drive quality, schedule, and contractual alignment in a fast-paced, hybrid work environment based in the Washington, DC area.

Qualifications

• 10+ years in federal IT consulting or delivery.
• 5+ years leading complex DevSecOps programs.
• Direct DHS or DHS component experience.
• Experience managing program financials, contracts, and staffing.
• Strong customer-facing leadership and communication.
• Bachelor's degree in a related field.

Responsibilities

• Lead DHS programs and workstreams from planning to closeout.
• Own scope, schedule, staffing, deliverables, service levels, quality, risks, and customer commitments.
• Lead technical teams totaling 50–100 providing mission‑critical DevSecOps services.
• Interface with DHS program, contracting and technology stakeholders.
• Manage budgets, forecasts, revenue, margin, and invoicing.
• Identify growth opportunities and support DHS capture activities.
