Job summary

Jobtailor is seeking a seasoned DevSecOps leader to scale an enterprise-grade platform in a DoD context. You will govern delivery, coordinate cross-functional teams, and drive CI/CD modernization in air-gapped, high-security environments.

You will engage with U.S. Government stakeholders, align roadmaps with mission objectives, and mentor engineers while ensuring strict security compliance and risk management. This on-site role is based in Fall River, MA with travel up to 10%.

Qualifications

Active Secret U.S. Security Clearance eligibility is required.
Bachelor’s degree in a technical field or equivalent professional experience.
7+ years in software engineering, DevSecOps, or related DoD environments.
Experience leading Agile teams with Jira/Azure DevOps.
Strong knowledge of DevSecOps pipelines and tooling.

Responsibilities

Lead and scale the enterprise DevSecOps platform and engineering initiatives.
Lead delivery, governance, and operational execution of a modern enterprise-grade platform.
Plan, scope, and prioritize Agile iterations, sprints, and release roadmaps.
Track and report work from backlog refinement through sprint execution to DoD Definition of Done.
Facilitate sprint planning, stand-ups, backlog grooming, reviews, and retrospectives.
Maintain traceability between epics/features and milestones using Jira/Confluence and PMO tools.
Drive technical decisions on tooling, CI/CD modernization, Kubernetes/RKE2, IaC, automated tests.
Coordinate architecture, security, and infra leads to platform decisions.
Guide deployment and operation of platforms in air-gapped, high-security environments.
Interface with U.S. Government customers and program office representatives.
Lead executive-level briefings on progress, schedule, milestones, and risk mitigations.
Align roadmaps with customer priorities and mission objectives.
Engage vendors to evaluate capabilities and manage licensing and security integrations.
Advocate for developer communities and improve platform usability and reliability.
Lead Interchange Meetings, engineering reviews, and cross-team collaboration.
Resolve cross-program dependencies and conflicting priorities.
Manage burn rate and resource allocation across CLINs and workstreams.
Identify and mitigate programmatic, technical, cybersecurity, and staffing risks using RIO.
Support compliance with NIST SP 800-171/800-53, DISA STIGs, and cATO.

Lead and scale the enterprise DevSecOps platform and engineering initiatives.
Lead delivery, governance, and operational execution of a modern enterprise-grade DevSecOps platform.
Partner with engineering teams and technical leads to plan, scope, and prioritize Agile iterations, sprints, and release roadmaps.

Maintain traceability between user epics/features and contractual milestones using Jira, Confluence, and integrated PMO tools.
Drive technical decisions on DevSecOps tooling, CI/CD modernization, Kubernetes/RKE2, infrastructure-as-code, and automated testing frameworks.
Coordinate architecture, security, and infrastructure leads to turn technical challenges into platform decisions.
Guide deployment, operation, and dependency packaging of DevSecOps platforms in air-gapped, high-security, and classified environments.
Interface with U.S. Government customers and program office representatives regarding operational requirements, mission needs, and strategic vision.
Prepare and lead executive-level Government stakeholder briefings on program progress, schedule health, technical achievements, milestone deliveries, and risk mitigations.
Align engineering roadmaps and execution with customer priorities and mission objectives.
Engage software and tooling vendors to evaluate capabilities, manage licensing/support, and ensure secure, operational integrations.
Advocate for internal and external developer communities and improve platform usability, throughput, and reliability.
Lead Technical Interchange Meetings, engineering reviews, and working groups across distributed software, systems engineering, cybersecurity, operations, and infrastructure teams.
Align cross-program dependencies, establish interface agreements, and resolve conflicting technical priorities.
Manage team burn rate tracking and resource allocation across CLINs and project workstreams.
Identify, track, and mitigate programmatic, technical, cybersecurity, and staffing risks using RIO management frameworks.
Support compliance with NIST SP 800-171/800-53, DISA STIGs, and Risk Management Framework/Continuous Authority to Operate (cATO).

Requirements

All applicants must be able to obtain/maintain an active Secret U.S. Security Clearance.
Bachelor’s degree in Computer Science, Systems Engineering, Cybersecurity, Information Technology, or a related technical/management discipline (or equivalent professional experience).
7+ years of progressive professional experience in software engineering, DevSecOps, systems engineering, or technical project/program management in DoD or mission-critical environments.
Demonstrated experience leading Agile teams (Scrum, Kanban, SAFe) with a proven record of driving work items to completion in Jira/Azure DevOps.
Solid understanding of DevSecOps pipelines and tools (GitLab, Jenkins, SonarQube, Nexus/Artifactory, Anchore, Grype, Trivy, etc.).
Familiarity with containerization and orchestration (Docker, Kubernetes, RKE2) and infrastructure-as-code concepts (Terraform, Ansible).
Understanding of automated security integration (SAST, DAST, SCA, secrets detection, SBOM generation).
Outstanding stakeholder presentation skills with the ability to articulate complex technical accomplishments and risk trade-offs to senior military/government leadership.
Willingness to travel up to 10%.
Preferred: Experience supporting U.S. Navy, NAVSEA, Undersea Warfare, or related DoD defense programs.
Preferred: Direct experience managing or deploying platforms adhering to the DoD Enterprise DevSecOps Reference Design and Continuous Authorization to Operate (cATO) processes.
Preferred: Hands-on background with classified, air-gapped, or disconnected Software Factory deployments.
Preferred: Relevant Project/Agile certifications (e.g., PMP, PMI-ACP, Certified Scrum Master / CSM, SAFe Agilist).
Preferred: Relevant Technical certifications (e.g., AWS/Azure Solutions Architect, CKA/CKAD, CompTIA Security+, CISSP).
This is an on-site position requiring at least 3 days a week in office, based out of Fall River, MA.
