Job summary

Collin County is seeking an experienced civil engineer and leader to serve as Development Regulation Manager. The role leads the Engineering Department’s Development Regulation function, overseeing review and inspection of development within the County.

You will supervise a multidisciplinary team reviewing plats, plans, drainage and floodplain studies, and development applications, providing technical leadership on complex issues.

Qualifications

• Must have a Bachelor's degree in Civil Engineering or a closely related discipline.
• Texas PE license or ability to obtain within six months if licensed in another state.
• Certified Floodplain Manager certification or ability to obtain within one year.
• Valid Texas Driver License.

Responsibilities

• Lead engineers and inspectors responsible for development regulation.
• Manage and continuously improve the County’s development review and inspection processes.
• Oversee reviews of subdivision plats, development plans, permit applications, drainage and floodplain studies.
• Provide technical guidance on land development, drainage, floodplain, transportation, and construction issues.
• Coordinate with developers, engineers, surveyors, contractors, and public entities to resolve issues.
• Lead updates to subdivision regulations, engineering standards, policies, and criteria.
• Develop and manage developer agreements and related documents.
• Monitor workloads and review timelines to ensure timely, high-quality reviews.
• Present reports and recommendations to County management and Commissioners Court.
• Collaborate with other County departments, TxDOT, FEMA, utilities, and agencies.
• Provide leadership, training, and professional development to staff.

Education

Bachelor's degree in Civil Engineering

Texas Professional Engineer license (or ability to obtain within six months)

Certified Floodplain Manager certification (or ability to obtain within one year)

Texas Driver License
