Overview
GovCIO is currently seeking a Development Lead to collaborate and implement with cross-functional teams dedicated to delivering impactful features. This pivotal role will help coordinate development efforts across different departments to ensure timely and efficient feature rollouts. This position is fully remote and available to candidates within the Continental United States (CONUS).
Responsibilities
- Builds and codes application integrations utilizing REST/SOAP API, BGS Webservices, etc., without the use of a GUI. Involved in planning of system and development deployment as well as responsible for meeting software compliance standards.
- Prepares operating instructions, compiles documentation of program development, and analyzes system capabilities to resolve questions of program intent, output requirements, input data acquisition, programming techniques, and controls.
- Lead a team of developers to ensure successful project delivery, providing guidance through coaching, mentorship, and fostering a culture of high performance.
- Promote and uphold strong development standards by establishing and encouraging best practices and productive habits within the team.
- Collaborate in gathering and documenting user requirements, developing user stories, creating estimates, and drafting detailed work plans.
- Support the Business Analyst team in preparing reports, manuals, operational procedures, and comprehensive documentation detailing project status, operation, and ongoing maintenance.
- Design and implement a new integration process to enhance the current eVA system by incorporating additional Virginia (VA) systems.
- Partner with existing application teams to understand specific integration requirements for each system and work collaboratively to ensure successful end-to-end integration.
- Develop and maintain integrations with all required applications, working closely with respective system development teams.
- Create necessary database objects to support integration processes and system functionality.
- Assist in executing integration testing to validate system behavior and ensure seamless data flow across integrated systems.
- Proactively communicate and coordinate with internal and external stakeholders to align on goals, timelines, and deliverables.
- Analyze system-level components, including input/output needs, data flow, hardware/software dependencies, and assess alternative solutions for technical challenges.
- Participate in code reviews and Sprint Reviews to ensure all deliverables align with contract requirements and program specifications.
Qualifications
- Bachelor's degree with 8+ years of experience or equivalent.
Required Skills And Experience
- Analytical and investigative skills.
- Ability to work independently with minimal guidance and supervision.
- Experience supervising a team of developers/engineers with proven leadership skills.
- Experience with Agile Methodology and Scrum Processes.
- Advanced knowledge of software development lifecycle.
- Experience with both AWS and on-prem system integrations.
- Hosting AWS services such as SQS, CloudWatch, Lambda, RDS, ECS, DMS, etc.
- Good experience with AWS networking (VPCs, Subnets, route tables, security groups).
- Experience with systems design and diagrams.
- Experience with IaC tools like Terraform, AWS CloudFormation, AWS SAM templates.
- Experience with code versioning and project management tools (e.g., Jira, GitHub, Dimensions).
- Demonstrated experience working in a remote environment.
- Must be a US citizen or authorized to work in the US.
Preferred Skills And Experience
- Experience with VA and/or other Federal Agencies.
- Understanding of VA Veteran-Focused Integration Process (VIP) project management methodology.
- Knowledge of existing API services in VA network, Oracle PL/SQL procedures/functions/triggers.
- Expertise in system integrations, preferably with knowledge of CorpDB and VBMS.
- Ability to select TRM-compliant software tools/applications for new integrations.

Compensation
The posted pay range reflects the expected range at the start of employment but may vary based on factors like skills, experience, and market conditions. Total compensation may include other elements discussed during hiring.
Salary Range: USD $130,000.00 - USD $135,000.00 per year.
