Gfoat is seeking an Development Engineering Assistant Director to lead the Development Engineering Division in Pflugerville, TX. You will guide staff, oversee development reviews, and ensure compliance with city standards and ordinances while interfacing with management, developers, and outside agencies.
The role requires a Texas-licensed P.E., 7+ years in civil engineering, and strong project management, leadership, and communication skills to advance city infrastructure projects and policy
Under the general direction of the Engineering Director, the Development Engineering Assistant Director directs and manages the operations and activities of the Development Engineering Division to ensure proposed subdivisions, utility projects, right-of-way improvements, and site developments comply with City ordinances, engineering standards, and accepted engineering practices.
The Development Engineering Assistant Director provides leadership and supervision to engineering staff and inspectors while overseeing development review activities, engineering coordination, and implementation of City development policies and standards. The position exercises substantial independent judgment and decision-making authority on complex engineering and development matters. They will frequently interface with City management, City Council members, boards and commissions, developers, consultants, outside agencies, and the public. They will serve as a technical resource and advisor on engineering-related development issues and may act on behalf of the Director of Engineering as assigned.
Formal Education: Bachelor of Science Degree, Civil Engineering or related engineering field.
Relatable Work Experience: 7+ years’ civil engineering experience, preferably within a municipal or local government environment, including experience related to development review, utilities, drainage, transportation, or public infrastructure projects.
Training, Licenses, and Certifications: Licensed Professional Engineer (P.E.) in the State of Texas. Valid Texas Class C Driver License with acceptable driving record.
Preferred Qualifications: Supervisory or management experience within a municipal engineering or development services environment. Certified Floodplain Manager (CFM) certification preferred.
Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
Thorough knowledge of civil engineering principles, municipal development processes, subdivision regulations, drainage requirements, utility infrastructure, and transportation engineering practices.
Sound working knowledge of local, state, and federal laws, regulations, codes, ordinances, and engineering standards applicable to municipal development and construction.
Knowledge of management and supervisory principles and practices.
Ability to establish and maintain effective working relationships with elected officials, City leadership, staff, developers, consultants, contractors, regulatory agencies, and the public.
Ability to exercise significant independent judgment and make technical and administrative decisions on complex engineering issues.
Strong project management, organizational, analytical, and problem-solving skills.
Ability to interpret, apply, and explain complex engineering regulations, ordinances, and technical standards.
Excellent verbal and written communication skills, including the ability to prepare reports, technical correspondence, and presentations.
Proficiency with engineering and office-related software including but not limited to Computer Aided Design software, GIS applications, plan review software, spreadsheets, databases, and word processing applications.
Ability to effectively manage multiple priorities and projects with minimal supervision.
Subject to sitting or standing to perform essential functions in an office environment.
Visual acuity, speech, and hearing; hand and eye coordination, and manual dexterity necessary to operate office equipment.
Regularly scheduled for a 5-day, 40-hour workweek, Monday through Friday, required to work extended hours and attend night meetings and conferences.
This position is eligible for remote/hybrid work, however, City of Pflugerville employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions and normal work schedules.
