Job summary

Job Summary

Under the general supervision of the Planning & Development Services Assistant Director, provides for management of planning staff to ensure the well-planned and attractive development of the City. With minimum supervision, carries out all responsibilities in accordance with established departmental policies & procedures. Exercises significant levels of judgment and initiative. Applies knowledge and expertise to solve complex issues. Frequently interfaces with City management, City Council members, citizen board and commission members, citizens, and the development community.

Essential Job Functions and Other Important Duties
  • Provide leadership for the planning staff as it pertains to day-to-day activities, ensuring adequate training opportunities are provided, and providing disciplinary oversight as needed.
  • Assigns work and oversees planning staff’s development reviews and analysis regarding all development applications for conformance with City policies and ordinances.
  • Oversees agenda creation for various boards and commissions, advises various boards and commissions on development-related issues.
  • Proactively resolves conflicts to address development challenges.
  • Addresses resident and community groups regarding City planning policies, standards, and actions.
  • Assists with the implementation of long-range planning documents such as the comprehensive plan and annexation policy.
  • Analyzes and implements development process improvements as needed to ensure proper planning practices are maintained.
  • Provides guidance and participates in the creation of ordinance amendments and policies pertaining to development.
  • Remains accessible via personal cell phone to address job-related issues or emergencies using City applications.
  • Other duties as assigned.
Job Qualifications:

Formal Education: Bachelor’s degree in planning, Geography, Sociology, Urban Studies, Historic Preservation, and/or related field.
Relatable Work Experience: Five (5) years of experience in the administration of local codes and ordinances involving the review and development of planning recommendations. Master’s degree shall substitute for 1 year of experience.
Training, Licenses, and Certifications: None required.
Preferred Qualifications: American Institute of Certified Planners (AICP) certification.

Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is define as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities Needed & Environmental Factors and Other Physical Requirements:
  • Knowledge of local codes and ordinances, current principles of planning practices and procedures, specifically with respect to local governments.
  • Knowledge of local codes and ordinances, current principles of engineering practices and procedures, specifically with respect to local governments.
  • Ability to establish and maintain professionally effective relationships with external public/vendors, internal management and non-management employees, citizen representatives and City and other government officials.
  • Proficiency with operating computer applications related to the work, including geographic information systems, word processing, spreadsheets, scheduling, and other office-related software.
  • Excellent verbal and written communication skills, problem-solving skills, and a level of initiative to find solutions with minimal supervision, with feedback from outside sources conveying their experiences.
  • Subject to sitting and standing to perform essential functions in an office environment; daily operation of a computer.
  • Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment; modern physical activity, including walking, pushing, pulling, lift/carry up to 25 pounds.
  • Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required.
  • This position is eligible for remote/hybrid work; however, City of Pflugerville employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions and normal work schedules.
