DESIGN ENGINEER

CMiT is seeking ahighly motivated Design Engineer to provide Tier 2 and Tier 3 technical support for the Project Management Information System (PROMIS) as part of the U.S. Army Corps of Engineers (USACE) Business System Modernization (BSM) initiative. PROMIS, a mission-critical application hosted in Oracle Cloud Infrastructure (OCI), plays a key role in project and program management across USACE.

As a member of the CMiT technical team, the Design Engineer will ensure stable and secure operations of the PROMIS application by analyzing, troubleshooting, and resolving complex system issues, supporting system enhancements, and maintaining compliance with DoD and USACE IT requirements.

This is a full-time 100% fully remote position with occasional travel to client worksites.Shape

Responsibilities

• Provide Tier 2 and Tier 3 technical support for the PROMIS system as part of the USACE Business System Modernization (BSM) project, addressing incidents, diagnosing root causes, and implementing effective solutions.
• Troubleshoot and support application components developed in Oracle APEX, including analyzing PL/SQL logic, page-level errors, and user interface issues.
• Support the integration and configuration of Oracle Primavera Cloud (OPC) with PROMIS and related USACE systems, ensuring data integrity and seamless project management workflows.
• Monitor and maintain components hosted in Oracle Cloud Infrastructure (OCI), including Compute, Database, Networking, Object Storage, and Identity services.
• Collaborate with developers and functional analysts to implement bug fixes, enhancements, and interface improvements across PROMIS and OPC environments.
• Assist in managing and deploying updates to APEX applications, database objects, and middleware using version-controlled CI/CD pipelines, where applicable.
• Coordinate closely with USACE stakeholders, CMiT project leads, and OCI/OPC support teams to ensure system uptime, security, and functional alignment with BSM goals.
• Analyze performance issues across APEX, OPC, and OCI layers; tune database queries and configurations to optimize response times and resource usage.
• Create and maintain technical documentation, including system architecture diagrams, SOPs, troubleshooting playbooks, and user-facing knowledge base articles.
• Support system hardening and security compliance efforts by implementing DISA STIGs, addressing vulnerabilities, and ensuring RMF control adherence across APEX, OPC, and OCI components.
• Participate in Agile development ceremonies, sprint planning, and backlog grooming to ensure prompt delivery of system support and enhancement tasks.
• Assist in capacity planning, monitoring strategies, and business continuity design, leveraging native OCI tools and third-party observability platforms.
• Participate in integration testing and validation of system interfaces between PROMIS, OPC, USACE enterprise systems, and external data providers.

Education/Certifications Required

• Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field.

Qualifications Required

• Minimum of 5 years of experience in system support, software engineering, or IT infrastructure roles.
• Strong working knowledge of Oracle Cloud Infrastructure (OCI), Oracle APEX, and Oracle Database technologies.
• Proficiency in SQL, PL/SQL, and scripting (Bash, PowerShell, or Python).
• Experience troubleshooting and supporting complex enterprise applications in cloud or hybrid environments.
• Familiarity with help desk ticketing systems, escalation workflows, and knowledge management practices.
• Excellent communication, documentation, and analytical skills.

Preferred Qualifications

• Experience working with USACE or other DoD agencies.
• Knowledge of RMF, DISA STIGs, and federal IT security compliance frameworks.
• Oracle certifications (e.g., OCI Architect Associate, Oracle Database Admin).
• Understanding of Agile, Scrum, or DevSecOps methodologies.
• Familiarity with tools such as ServiceNow, Jira, Git, Terraform, or Oracle Enterprise Manager.

Clearance Requirements

Must be a U.S. citizen with ability to obtain/maintain required clearance.
