  • Oversee development and maintenance of the VMI Six-Year Plan.
  • Manage office administrations, planning, evaluation, and redesign of functions and reporting systems.
  • Direct capital outlay project planning and regular status reporting.
  • Develop the Post Facilities Master Plan, including CIP and improvements.
  • Coordinate with Board of Visitors, Alumni Agencies, and other groups on financial and administrative issues.

Job description

The Deputy Superintendent for Finance and Support is the chief financial and administrative officer of the Institute and is responsible for financial accounting and reporting, preparation and administration of the budget, operation and maintenance of the physical plant, planning and direction of capital outlay projects, procurement, the museum system, infirmary services, cadet counseling, auxiliary services, and government relations.

The Deputy Superintendent for Finance and Support has delegated authority, with approval from the Board of Visitors, to enter into contracts and conduct Institute business, subject to Institute policy and the regulations of the Commonwealth of Virginia.

Reporting Relationships & Responsibilities

The Deputy Superintendent for Finance and Support is appointed by, and reports directly to, the Superintendent. The Deputy Superintendent for Finance and Support provides executive oversight of the Institute's operating budget of approximately $125 million, which includes a combination of $33.2 million from state general funds, $52 million in cadet tuition, fees, and sales revenue, and $36 million in private and local funds.

In addition, the Deputy Superintendent for Finance and Support partners closely with the VMI Alumni Agencies, a separate 501(c)(3) organization devoted to the mission of the Institute, with an approximately $900 million endowment.

In addition to the broad responsibilities listed above, specific responsibilities include, but are not necessarily limited to:

  • Directing the review of programs for financial and administrative services and developing improvements related to quality, transparency, and efficiency.
  • Overseeing the development and maintenance of the VMI Six-Year Plan.
  • Overseeing the administration of each office, including planning, reviewing, evaluating, and redesigning functions, activities, programs, reporting systems, and other operations as deemed appropriate.
  • Overseeing capital outlay project planning and management and providing regular reports on the status of projects and plans.
  • Overseeing the development of the Post Facilities Master Plan, including capital and non-capital improvement plans (CIP).
  • Meeting with members of the Board of Visitors, the Alumni Agencies Boards, and other groups to discuss financial and administrative issues.
  • Reviewing departmental staffing and determining the need for additional or reduced full-time and part-time employees.
  • Establishing priorities for departmental personnel and non-personnel budget requests.
  • Serving as Chair of the Violence Prevention Committee, Threat Assessment Team, Agency Risk Management and Internal Control Standards Oversight Committee, and Institute Alcohol and Other Drugs Committee.
  • Maintaining close coordination with key leaders at the State Council of Higher Education for Virginia (SCHEV), the Council of State Supported Business Officers (CSSBO), and the Virginia Higher Education Purchasing Cooperative (VHEPC).
Minimum Qualifications

The Successful Candidate Will Possess

  • Academic credentials in a relevant field of business, finance, public administration, or higher education.
  • A distinguished record of financial stewardship, budgeting, and strategic planning for capital and non-capital projects.
  • An understanding of the challenges and opportunities associated with undergraduate public higher education in the Commonwealth of Virginia and throughout the United States.
  • Experience working with government agencies, legislative bodies, governing boards, or external partners to advance institutional priorities.
  • Experience leading and managing multifaceted and decentralized organizations.
  • Superior interpersonal, written, and oral communication skills, including the ability to present complex information to diverse audiences.
  • An understanding of and commitment to the mission, vision, values, traditions, and distinctive educational model of the Virginia Military Institute.

Additional Preferred Qualifications
  • An advanced degree in business, finance, public administration, or higher education.
  • Strategic leadership or management experience in an educational or nonprofit setting.
  • Experience with NCAA athletics, auxiliary services, and other mission-critical services that may not be self-supporting.
  • Experience with risk management and crisis leadership.
