Job description

At Northrop Grumman Aeronautics Systems, we are seeking a Deputy Program Manager 3 to lead cross‑functional program teams in San Diego, CA. The role includes ownership of cost, schedule, and technical performance, and is responsible for the program lifecycle from proposal through closeout.

Relocation assistance may be available. Top Secret CLEARANCE is required. Travel up to 25% of the time may be required.

Responsibilities
  • Develop and maintain customer relationships to create new opportunities
  • Lead long‑term strategic planning, capture planning, and proposal development
  • Establish a program organization that addresses customer requirements and incorporates necessary internal and external sub‑organizations
  • Lead and direct cross‑functional Integrated Program Teams (IPT) to meet cost, schedule, and technical performance objectives
  • Measure and report program performance
  • Deliver presentations to customers, executive management, and other stakeholders
  • Negotiate contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
  • Establish design concepts, criteria, and engineering efforts for product research, development, integration, and test
  • Create, review, and finalize the program Statement of Work
  • Identify, distribute, track, and complete program requirements
  • Establish and manage program and subordinate baselines
  • Develop and adhere to budget baselines using Earned Value Management (EVM) or similar cost and schedule control methodologies and tools
  • Identify, allocate, and manage program resources, including workforce planning
  • Manage Government/customer supplied property or information (GFE, CFE, etc.)
  • Manage suppliers to meet program objectives
  • Adhere to all internal processes, policies, and applicable industry standards
  • Ensure the program team understands and adheres to contract scope and manages change through control board activities
  • Develop and adhere to master plans and schedules
  • Conduct thorough risk and opportunity management, including identification, mitigation, and realization
Qualifications
  • Bachelor’s degree and 10 years of related experience (or Bachelor of Science in STEM and 9 years), OR Master’s degree and 8 years of related experience (or Master of Science in STEM and 7 years)
  • Professional and/or military experience in project management, program management, engineering, capture efforts, and/or business management related functions
  • Ability to effectively interact with the customer, program management, business unit and supply base executives, and functional management
  • 3 years of experience leading tasks on schedule, at cost, and achieving all requirements as a project lead, integrated program team member, or cost account manager
  • Active U.S. Government Top Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled in Continuous Evaluation)
  • Ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable period of time; this SAP/PAR must be obtained prior to employment
Preferred Qualifications
  • Current Special Access Program (SAP) clearance
  • 2 years’ experience in profit and loss (P&L) program management on a DoD program
  • Risk and opportunity management experience
  • 5 years of program or project management roles
  • Proposal management experience
  • Control Account Manager (CAM) certification with 4 or more years of experience as a CAM
  • Long‑term strategy development experience
Compensation and Benefits
  • Salary range: $193,000.00 – $289,600.00 (actual offer based on experience, education, skills and market conditions)
  • Eligibility for overtime, shift differential, and discretionary bonuses
  • Annual bonuses to reward individual contributions and company results
  • Director or Vice‑President roles may be eligible for long‑term incentives
