Responsibilities:
  • Manage project and contract operations to ensure production schedules, milestones, deliverables, and performance objectives are achieved in accordance with contract requirements.
  • Direct the effective allocation and utilization of personnel, systems, tools, equipment, software, facilities, and other resources to support mission and production requirements.
  • Establish and maintain effective working relationships with customers, government stakeholders, mission partners, and contract personnel to facilitate communication, coordination, and successful program execution.
  • Manage project cost, schedule, and performance while identifying, assessing, tracking, and mitigating program risks that may impact contract objectives.
  • Coordinate the identification and resolution of production-related issues, operational challenges, and resource constraints to minimize disruptions and maintain mission and contract performance.
  • Supervise the production of all-source intelligence analysis and manage programs of comparable or greater size, scope, complexity, and mission requirements.
  • Apply comprehensive knowledge of the Intelligence Cycle, Collection Management Cycle, Identity Intelligence (I2), Biometric Collection Cycle, watchlisting, targeting operations, and formal intelligence production processes to support program execution.
  • Apply knowledge of applicable intelligence regulations, publications, manuals, local policies and procedures, theaters of operation, deployment processes, and intelligence analytic techniques to ensure compliance and mission effectiveness.
  • Organize and manage program activities in alignment with mission requirements, organizational goals, and the strategic direction of the National Ground Intelligence Center (NGIC).
  • Develop, manage, and oversee contract budgets, operating plans, staffing requirements, and resource allocations to support effective program execution and fiscal performance.
  • Establish program performance measures and conduct periodic evaluations to assess program strengths, identify areas for improvement, and implement corrective actions and process improvements.
  • Conduct regular program reviews and stakeholder meetings to communicate contract status, address emerging issues, coordinate priorities, and maintain alignment with customer and mission objectives.
  • Develop and deliver accurate, timely, and comprehensive program status reports throughout the period of performance, addressing cost, schedule, performance, staffing, risks, deliverables, and overall contract execution.
Qualifications:
  • Demonstrates ability to define problems, supervise studies and lead surveys to collect and analyze data to provide advice and recommended solutions.
  • Demonstrates analytic leadership and expertise in identifying, planning, developing, and executing analytic production methodologies, tradecraft and techniques aligned with labor category mission.
  • Demonstrates extensive ability to provide strategic advice, technical guidance and expertise to Military Commander, Senior Government Staff (GG-15 and above), Defense Planners and policymakers (e.g. Undersecretary Level or Higher).
  • Minimum 10 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.
Desired Qualifications:
  • Possess a Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
  • Experience leading a large-scale program with multiple CONUS and OCONUS locations.
Security Clearance:
  • TS/SCI Clearance

Salary Range: $60,000 - $135,000

This range reflects Core One Solutions' current good-faith estimate for this labor category based on proposed contract pricing and comparable labor category rates. As this position is contingent upon contract award, final compensation will be confirmed based on the awarded contract's negotiated rates, applicable wage determinations, clearance requirements, and the selected candidate's experience and qualifications.
