Summary Statement

The Deputy Director of the Division of
Historical and Cultural Affairs reports to the Division Director and is
responsible for directing projects, operations and management of the Division’s
museums and historical and archaeological collections, for directing operations
and management of marketing and social media, and for working with community
partners.� The Deputy Director will
support the Director in oversight of all aspects of the Division, including
response to intergovernmental and federal policies/procedures, program
priorities, and promote public awareness and maintain constructive business
leadership for the State of Delaware. The Division holds 40 properties, six of
which are museums, with an 80-members staff.
Houses the State Historic Preservation Office, runs a conference center and
operates with a Division budget exceeding $6 million, including federal funds.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.




Possession of a Master’s degree from an accredited college or university in a field directly related to Division operations such as history, historic preservation, humanities, archaeology, art history, education, or project, strategic or operations management.�

Five-years of full-time administrative experience as an administrator
or principal assistant administrator of an organization in the humanities, social sciences, or
arts field, with diverse programs.
Knowledge of the organizational structure, functions, programs and responsibilities of the Division related to the principles and practices of museum site operations, capital projects, collections management, and education and interpretive programs.





Essential Functions

Essential functions are fundamental,
core functions common to all positions in this class series and are not
intended to be an exhaustive list of all job duties for any one position in the
class.�



Participates in the development, implementation
and oversite of Division’s services related to the museum and collection projects
which include educational and interpretive programs, exhibitions, and
management and development of the State of Delaware archaeological and
historical collections.
Participates in the development, implementation
and monitoring of the Division’s capital projects.�
Develops partnerships with non-profits agencies
for joint operations and programming opportunities with Division owed
properties.
Provides oversight of the Division’s social
media, newsletter and marketing programs.
Provides administrative support to the Division
Director pertaining to fiscal and budgetary issues, capital projects, staffing,
programming, procurement and special projects in the areas of staffing, site
operations, community outreach, travel, partnership needs, contracting, and long-range
planning.
Participates in and develops Division level
management planning, policy and decision making relate to current and new
programs/services/activities and changes to existing programs/services/activities.
Advances an expectation of best professional
practices with staff, with a high quality of service and program delivery to
the public.
Supports the development of employees, with a strong
culture of collaboration, and is a team builder who
develops effective teams at the senior manager and supervisor levels.
Principal contacts are with agency
representatives, tenants, vendors, contractors, legislators, division managers,
administrators and subordinates, and the public.
May handle special assignments at the discretion
of the Division Director.
May serve as acting director in the absence of
the Division Director.


Job Requirements

JOB REQUIREMENTS for�Deputy Principal Assistant
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:




Experience in and
knowledge of the principles, practices and theory of administration and
management including organizational planning and analysis.
Possess strong analytical and critical thinking skills with the ability to identify & understand problems and design solutions proactively and collaboratively.
Must be able to
demonstrate excellent written and oral communications skills, should be able to
adapt communication style to suit different audiences.
Experience in and
knowledge of the principles, practices and methods of budget preparation,
fiscal analysis, administration and control.
Experience in and
knowledge of project management, including skill in organizing, directing and
coordinating people, programs and functions.
Knowledge of
principles and
practices of supervision.
Ability to evaluate and analyze programs and operations.
Ability to establish and maintain effective working relationships with
superiors, staff, vendors, agencies and the public.
