Job summary

Harford County seeks a Deputy Director of Public Works, Highways and Environmental to lead engineering, operations and environmental programs from Bel Air, MD. The role acts for the Director and oversees planning, budgeting, and policy development for highways, bridges, drainage, and environmental initiatives.

Requires a PE license, a civil engineering degree, 10 years in engineering and 5 years in a supervisory capacity, plus a valid MD driver’s license.

Qualifications

• Ten years of increasingly responsible professional engineering experience, preferably government oriented.
• Five years of supervisory experience with full administrative responsibilities.
• Bachelor’s Degree in Civil Engineering or related discipline.
• Professional Engineer (PE) license required; reciprocal licensing acceptable within 1 year.
• Valid Class C non-commercial driver's license with up to 3 points.

Responsibilities

• Oversees operation, maintenance, administration, planning, and engineering of the County's highway network.
• Oversees Environmental programs including MS4, Stormwater management, Construction Inspection, and Solid Waste.
• Develops the Division's annual operating budget and capital improvement program; defends proposals.
• Represents the Department at meetings, hearings, and with the public.
• Coordinates with State and Federal agencies regarding regulatory reviews, funding, and approvals.
