Job summary

The City of South St. Paul is seeking a Deputy Executive Director to provide operational, financial, and administrative leadership of the Housing and Redevelopment Authority (HRA).

The role leads a high-performing team, ensuring compliance with HUD, Minnesota statutes, and MHFA requirements while delivering measurable community impact. Qualifications

• Bachelor’s degree in business administration, housing administration, public administration, finance, or a closely related field.
• Six (6) years of progressively responsible experience in public housing administration, affordable housing, or related governmental housing programs.
• Demonstrated knowledge of public housing programs, financial management, and regulatory compliance.
• Strong leadership, communication, and relationship-building skills.
• Prior supervisory experience.
• Valid driver’s license for work-related travel.

Responsibilities

• Direct oversight of Housing Programs Administrator, Property Managers, and related staff.
• Develop and lead strategic plans, budgets, and capital improvements for the HRA.
• Oversee regulatory compliance with HUD, MHFA, and other requirements.
• Engage with City Administrator, board members, residents, and partners to drive outcomes.
• Prepare reports and present updates to the City Administrator and City Council.
