DCAS Human Capital (HC) oversees New York City's civil service system, ensuring fairness, integrity, and accountability across the City workforce. HC develops and administers civil service examinations, establishes citywide policies, advances professional development and training initiatives, and ensures compliance with civil service law and related regulations - supporting City agencies in staffing and delivering essential services.

Responsibilities
  • Supervise direct reports and manage the exam development process;
  • Provide guidance, coaching, and support to direct reports in efforts to increase efficiency, collaborate with key stakeholders, and implement policy changes by liaising with internal and external stakeholders;
  • Ensure communication and activities are consistent across all direct reports and in collaboration with peers within the Exam Development Group;
  • Maintain a strong commitment to delegation and staff development and empowerment;
  • Lead and participate in projects by completing and updating project documentation;
  • Ensure efficient and on-time delivery of project tasks and milestones;
  • Serve as a liaison for recruitment and onboarding activities for the Bureau of Examinations;
  • Conduct and oversee field observations and interviews to identify the essential functions of job titles;
  • Oversee, create, and administer job analysis questionnaires;
  • Oversee and analyze questionnaire data to create test plans;
  • Oversee the development and administration of examinations for employment and promotion in a variety of NYC government agencies under DCAS jurisdiction and other City agencies including Health + Hospitals and CUNY;
  • Proofread and approve Notices of Examination;
  • Implement recommendations for operational excellence as outlined by the Director of the Exam Development Group;
  • Define and measure success metrics and monitor change progress;
  • Assist the Director of the Exam Development Group with analyzing unit operations, including quantitative and qualitative data analysis, evaluating best practices, while also identifying and assessing operational improvement opportunities; and
  • Perform related duties.
Minimum Qualifications
  • A master's degree in psychology or a related field from an accredited college including or supplemented by at least 12 credits in any combination of two or more of the following course areas: tests and measurement, statistics, research, personnel psychology, and computers; or
  • Completion of at least 45 credits towards a master's degree in psychology or a related field from an accredited college including or supplemented by at least 12 specialized credits as described in "1" above; or
  • A baccalaureate degree in psychology or a related field from an accredited college including or supplemented by at least 12 specialized credits as described in "1" above, and two years of satisfactory full-time professional experience in the development of personnel selection tests; or
  • Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess a baccalaureate degree from an accredited college and the 12 specialized credits as described in "1" above.
Special Note

To be eligible for placement in Assignment Level II or III, individuals must have, after meeting the minimum requirements, either one year of experience in performing professional testing and measurement work, or possess a doctorate in psychology, statistics, educational research, or a related field.

Preferred Skills
  • Possess five years of experience in the validation and development of personnel selections tests.
  • Possess supervisory experience encompassing mentoring and guiding team members, enhancing individual skills, and fostering collaboration and effective teamwork.
  • Ability to maintain current knowledge, trends, and methodologies regarding personnel selection tests.
  • Possess exceptional and detail-oriented organizational, interpersonal, analytic, written and verbal communication skills.
  • Ability to maintain a professional environment and provide excellent customer service to a large volume of clients, daily. Clients include members of the public, internal partners, and partner agencies.
  • Ability to organize work and provide a high level of time management and planning.
  • Ability to compile, prepare and analyze reports using electronic databases.
  • Possess a strong desire to work with diverse groups of people to creatively develop exams.
  • Possess strong computer skills, including experience with the Microsoft Suite and SPSS.
  • Ability to work in a fast-paced and dynamic work environment.
  • Ability to work well within a team, meet deadlines, analyze problems, and handle potentially difficult situations.
